Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Operations Support Office, Law Enforcement Safety & Compliance Directorate (LESC), located in Harpers Ferry, West Virginia.

Duties

This position starts at a salary of $155,700.00 (GS-15, Step 1) to $183,500.00 (GS-15, Step 10) with promotion potential to $183,500 (GS-15, Step 10). In this position you will serve as the In this position you will serve as the Director, Mission Support, Force Modernization and Asset Management Division for Operations Support within LESC, with technical and administrative supervisory responsibilities, directing activities of subordinate staff performing financial and budgetary work. Major duties may include but are not limited to: Directing and managing subordinate and matrix staff who are directly engaged in providing direction and analysis, operational support, and program management in service of the CBP mission. Ensuring that all LESC program content and processes comply with legal, Departmental, agency, Office and program policies, regulations and best practices. Providing direction and oversight of the operation and administration of LESC logistics and resource management functions including property accountability, logistics planning and logistics operations. Developing and implementing short and long range plans to improve delivery, effectiveness and efficiency of business services and programs. Independently leading special surveys, evaluations, and/or technical studies for the affected organizations, executives, senior managers, and staff on operating programs. Making decisions and resolves problems involving interpretation of the law or unusual situations requiring interpretation and application of DHS policy.

Qualifications

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Implementing financial management procedures and developing guidance to clarify regulations or policies. Performing the full range of financial management analysis by applying established financial analysis principles, concepts and practices to a wide variety of difficult problems. Advising and providing analytical support on problem definition, planning methodologies, policies, and procedures. Providing studies and expert analyst advice on financial and budget issues. Analyzing and evaluating financial management laws, governing policies, guidelines, rules, regulations, and precedents to provide advisory services to management regarding performance assessments. Keeping management informed of inconsistencies in work processes and discusses, explains, and presents analytical findings and data in support of recommendations to management officials.
