The primary purpose of this position is to provide support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations. The position renders advice on operational policies and assures these policies are coordinated with, and in support of, field operations. This position is located in the Surgical Care Service Line at the West Roxbury Campus. This is full time positions at 40 hours per week.

Duties

Duties include but not limited to: Applies knowledge of the healthcare delivery system served, the missions, organizations, programs, and requirements of healthcare delivery systems, intra- and interdepartmental relationships, and agency operations and programs in order to interact effectively with healthcare facilities and to seek out and secure more detailed, technical information for task accomplishment; Renders advice on operational policies and assures these policies are coordinated with, and in support of, field operations; Works closely with senior management and others in implementing and evaluating policies, plans, and internal operational systems; Coordinates with the appropriate individuals or offices to develop proposals and supporting materials for presentation at conferences, meetings, hearings and other external activities and meetings; Reviews and analyzes materials in coordination with the originating office(s), and develops non-controversial materials using available resources or subject matter expertise; Serves as the responsible contact for leading projects from initiation to completion; Conducts study planning, statistical measurement, data analysis, and narrative report preparation and development; Establishes criteria to measure attainment of program goals and objectives; Coordinates routine events hosted by officials, including town hall meetings with internal staff, with assistance from continuing educational staff and initiatives when warranted; Completes all steps required within an event management process, including facilitating selection of the event time, developing a formal agenda, managing any required contracts and all logistical items, disseminating information to attendees, and ensuring smooth execution of the event; Works in coordination with other internal reviewing services regarding routine audits and internal/external reviews of a national concern, fiscal efficiencies and organizational structure that are reviewed by prominent parties such as the Office of the Inspector General (OIG) or the Government Accountability Office (GAO); Manages and coordinates all online communication tools such as assigned intranet websites, internal SharePoint website collection, and other related informational tools in consultation with communication specialists; Maintains a working knowledge of administrative and managerial processes unique to the agency and veteran health initiatives, such as budget distribution models, emergency management, Joint Commission, compliance, etc.; Assures compliance with all applicable policies, development, and maintenance of internal management processes related to online tools; Analyzes the subject matter of incoming information for appropriate distribution; Analyzes responses for completeness and accuracy against known policies and procedures; Performs thorough management analysis of current and projected diagnostic service programs; Investigates complex issues, analyzes problems, and presents both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the healthcare delivery system; Investigates and analyzes a wide variety of problems and recommends appropriate solutions, including originating new and improved applications; Develops position papers and decision documents that touch on a variety of complex and sensitive issues; Provides advisory services pertaining to standard healthcare principles in order to resolve specific problems; Displays the utmost tact, diplomacy, discretion, and courtesy through by meaningful interchanges on matters of critical importance to individuals or to organizations regarding strategic and operational administrative activities of the office; Manages and coordinates all online communication tools such as assigned intranet websites, internal SharePoint website collection, and other related informational tools in consultation with communication specialists. Work Schedule: Full-Time Monday - Friday hours will be set between 7:00am and 4:30pm Telework: Telework will be available on an Ad hoc basis. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement: Positions in the occupational series 0671 MUST MEET 1 of the following bullet points: Possess an Undergraduate or Graduate degree with a major field of study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT REQUIRED) OR; Possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR; Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
