This position is located in the Office of the Deputy Chief Information Officer for the Department of Veterans Affairs (VA) Office of Electronic Health Records Modernization (EHRM-IO), within the Office of the Deputy Secretary of VA (DEPSECVA), where the incumbent serves as the Executive Assistant. The incumbent is responsible for the smooth and efficient operation of the office as well as providing vital liaison between TIO and all other organizational entities.

Duties

Major Duties Serves as a link between TIO executive staff and key offices within the VA, Veterans Health Administration (VHA), Office of Information and Technology (OIT), congressional offices and committees, other Federal agencies, and a wide variety of external groups and organizations. Performs a wide variety of non-routine and unrelated projects concurrently and is frequently called upon to exercise judgment and flexibility in determining the approach, methods, and prioritization of project completion. Uses a high level of organizational skills to perform the range of duties required, including data compilation, extraction, analysis, evaluation, and presentation. Ensures that all administrative systems are functioning in a manner that facilitates the efficiency and effectiveness of the office. To this end, the Executive Assistant constantly monitors administrative functions and anticipates the service needs of the organization where necessary. Leads, coordinates, and/or participates in special projects encompassing a wide range of subjects. The performance of these projects will often involve controversial issues, set general precedents, and/or require delicate negotiations, coordination, or persuasion, which may have a significant impact on the OEHRM. In coordinating special studies and projects, the employee assesses the situation, isolates and defines the problem involved, formulates the relevant concepts involved, evaluates findings, and makes recommendations based on the information produced. Conducts extensive review of correspondence in assigned areas requiring concurrence and/or signature of the VA Secretary, Under Secretaries, Deputy Under Secretaries, and or other top management/agency officials. The position requires review of all work from all levels including but not limited to formatting, completion, consistency with Department policies, etc. Work Schedule: Monday - Friday 8:00 am - 4:30 pm Telework: Available Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,11/02/2023 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position, you must have served 52 weeks at the GS-12. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that demonstrates one year of time-in-grade. The Selective Placement Factor for this position is demonstrated experience in planning, project management, and development at the executive level while providing administrative support to senior management officials in the information technology (IT) and/or electronic health records (EHR) management fields on a broad range of issues to include implementation of policies, practices, or operational management activities. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as having three (3) or more of the following: Very strong interpersonal skills and the ability to build relationships with stakeholders, including staff, executives at various agency levels, congressional offices and committees, other Federal agencies, and a wide variety of external groups and organizations. Experience in project management sufficient to coordinate special studies and projects encompassing a wide range of subjects. Experience developing high-level written documents, including proficiency with overall structure, grammar, spelling, and punctuation, sufficient to conduct extensive review of correspondence requiring concurrence and/or signature from other top management/agency officials as well as developing reports, presentations, and briefing materials. Strong organizational skills that reflect the ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail. Proven ability to handle confidential information with discretion, be adaptable to various competing demands, and demonstrate the highest level of customer service and response. Demonstrated ability to achieve high-performance goals and meet deadlines in a fast-paced environment. You will be rated on the following Competencies for this position: Administration and ManagementCommunicationsProject Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited based on time spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The incumbent may be required to travel to meeting locations, nationwide. Physical demands are those required for typical work in any modern office environment.
