This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The incumbent serves as a Technical Writer-Editor. This position is assigned to the Integrated Logistics Support Center, Associate Directorate For Logistics and Technical Support Public Service Division (LCC), APG, MD.

Duties

Writes and edits technical manuals to ensure compliance with the maintenance strategy of the equipment, and to ensure the latest theories, developments and concepts in the subject area are included. Evaluates and extrapolates technical and engineering source data and presents information tailored to users' needs considering training, education, readability and comprehensibility. Utilizes the latest high-level Information Technology (IT) such as Standard Generalized Markup Language (SGML) and extensible Markup Language (XML), as well as word processing, to author, edit and manage electronic documents. Advises Project Manager (PM) on technical manual, including Interactive Electronic Technical Manual (IETM), and acquisition strategy. Edits submitted draft manuals and ensures that corrections are incorporated. Controls the life cycle management of assigned technical publications.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance, or access, for duration of employment.
  • This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires the incumbent to obtain and maintain a Level 2 Financial Management Certification. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Interpreting publication regulatory guidance in order to provide policy and procedural guidance; 2) Developing equipment publications to articulate technical information; AND 3) Reviewing and editing equipment publications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02/GS-11. Note: This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, NH-II of positions encompass the traditional GS-05 step 01 through GS-11 step 10 equivalent. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
