The primary purpose of this position is to function in support of the installation Test Center Manager. Responsible for management, counseling and administration of the Air Force Military Personnel Testing Program and USAF Voluntary Education Testing Programs.

Duties

Provides individual career, academic and force development advisement to military personnel, their dependents, and/or civilian personnel pursuing undergraduate/graduate, vocational, technical, licensure/certification, professional development and military and academic testing programs. Manages both military and voluntary testing programs for the installation in the absence of the Test Control Officer (TCO). Serves as technical expert on a variety of educational programs. Administers tests to eligible personnel as authorized by regulatory guidance and instructs all examinees at the beginning of each session as to the prescribed test instructions. Performs a variety of duties involving outreach, customer service, reports, and special projects.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, professional and scientific positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: EDUCATION: A 4 year degree is required. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. Teaching methods: Study of teaching strategies and learning styles of the adult learner. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below for GS-07/NH-02 equivalent and above: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower grade GS-05/07/09 or equivalent in other pay systems. Specialized experience includes knowledge of education theories, principles, procedures, and practices of secondary, adult, or continuing education programs and their accrediting processes; knowledge of a variety of academic, occupational, vocational, and career development resources (educational and/or community}; knowledge of military policies and procedures relating to military testing programs, and an understanding of the coding system and verification data applicable to eligibility requirements; and knowledge of the regulations, directives, policies, and procedures regarding the receipt, storage, handling, accountability, and destruction of Controlled Test Materials. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Education: GS-07/NH-02: 1 year of graduate-level education or superior academic achievement. GS-09/NH-02:2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. GS-11/NH-02:3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of education theories, principles, procedures, and practices of secondary, adult, or continuing programs and their accrediting processes and extensive knowledge of military policies and procedures relating to the enlisted and officer promotion programs, military and voluntary testing programs, and Foreign Language Proficiency Bonus Program (FLPB). Knowledge of a variety of academic, occupational, vocational, and career development resources (educational and/or community). Knowledge of the regulations, directives, policies, and procedures regarding the receipt, storage, handling, accountability, and destruction of controlled test materials. Ability to interpret agencies' directives, instructions and guidance to gather, develop, and analyze a variety of data and to make local decisions and recommendations based on analysis. Ability to utilize counseling principles, concepts, and methods to advise individuals on the applicability and availability of various education and testing programs. Ability to communicate effectively, both orally and in writing and to conduct interviews and deliver formal and informal presentations and briefings. Ability to meet and deal with customers using a high degree of tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
