About the Position: Fort Drum, the home of the 10th Mountain Division (Light Infantry), is located in Northern New York, a historically unique and geographically beautiful area, offering bountiful outdoor recreational opportunities from hunting and fishing to winter sports of all types. Fort Drum is approximately 30 miles from Canada, with the Great Lakes to the west, the Adirondack Mountains to the east, and the St. Lawrence River and Thousand Islands in between.

Duties

Serves as Forester for Fort Drum Military Installation with responsibility planning and conducting an efficient and economical forest/vegetation management program. Monitors contract work and prepares appropriate documentation such as delivery orders and receiving reports. Performs field inspections of assigned work and provides confirmation that assigned work is performed to standards set forth in contracts. Conducts technical reviews of Endangered Species Management Plans and other environmental documents for conflicts with military missions. Updates the Integrated Wildland Fire Management Plan for Fort Drum. the Terminal. Plans, prepares, and implements the Annual Prescribed Burn Plan Develops and keeps current installation Vegetation Management Plans and Fish and Wildlife Management Plans for Fort Drum.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment .
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
  • Frequently lifts and carries items weighing 50 pounds and occasionally heavier.
  • TDY 5 %
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

The curriculum must have been sufficiently diversified to include courses in each of the following areas: Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management. Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology. Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing. or Combination of education and experience: courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as : Assisting and developing and implementing a variety of plans to ensure judicious use of forest resources; implementing plans to protect forest resources from fire, insects, erosion, diseases and other degradation; participating in monitoring contractor's performance to determine compliance with contract specifications and the requirements of law and public policy and conducting qualitative analyses to develop comprehensive reports for submission to the contracting Officer's representative for an agency. You will be evaluated on the basis of your level of competency in the following areas: Forest ManagementOral CommunicationProject ManagementTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
