About the Position: This position is located in the Purchasing Division of the Materiel Management Department, Director for Administration, Naval Medical Center Camp Lejeune, North Carolina.

Duties

Serve as the Agency Program Coordinator for the Government Purchase Card Program and primary point of contact for the external government purchase card (GPC) program. Participate in annual inspections of randomly selected transactions of GPC, and other accounts as well as participate in peer reviews. Ensure that acquisitions regulations, directives, and supply bulletins pertaining to local purchase requisitioning and contracts are followed. Make decisions on work problems presented by subordinates. Seek opportunities to provide on-the-job training/education as well as temporary duty for education programs for subordinates. Perform first line supervisory duties over 11 individuals and has purchasing oversight of 34 individuals. Develop and implement written guidelines, policy, and detailed checklists for the inspection program, training, monitoring, surveillance, auditing of program. Review, process, and manage customers' supply and service contracts (rentals, publication, maintenance, etc.).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.

Specialized Experience: One year of specialized experience which includes, utilizing a government purchase card to place orders within a logistics supply system, providing technical assistance to customers to solve invoicing problems, and establishing contracts and agreements with vendors. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as business or accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementControl of FundsManages Human Resources Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
