About the Position: This position is located in the Defense Health Agency (DHA) under the policy guidance and direction of the Assistant Secretary of Defense for (Health Affairs) at FORT BELVOIR VIRGINIA.

Duties

Incumbent oversees, researches, plans, writes, executes and evaluates a wide number of communications plans, operations plans and community relations plans, with an emphasis on plans producing measurable results. Develop messaging, communications plans and supporting media and products for targeted audiences. Coordinate with DHA public affairs leaders on the dissemination of critical information and communications services, plans, activities, community relations initiatives and products. Message and Brand Synchronization - Coordinates with the marketing and education team at DHA Headquarters to ensure messages and products are disseminated to MTFs within the Network Office and provides feedback as appropriate. Provide input to multiple websites and oversees all social media platforms used by the MTFs under the Network Office. Review locally produced internal communications products to ensure a consistent HA/ MHS/ DHA message is delivered in multiple communications venues and outlets. Coordinate with the DHA Headquarters team for communications product support. Make recommendations concerning conflicting and divergent input from MTF staff, and other stakeholders within their area of responsibility to obtain a consensus position among differing viewpoints. Manage the Network Office communications planning programs, to include providing input into the MHS/ DHA Strategic Communication plan involving Network Military Treatment Facilities. Coordinate communications plans with local subject matter experts in order to disseminate information to a wide range of audiences. Direct multi-disciplinary team by planning work, setting priorities, gives expert advice, counsel, and/or instruction on marketing, sales, and administrative matters.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of parent Federal Agency / office to function effectively.
  • This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").
  • Tier 2: This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Interpersonal SkillsMessage DeliveryPublic Affairs Policies and ProceduresWriting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS- 13).
