The primary purpose of this position is to serve as a supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Engineering Section. *** Salary ranges include local market supplements ***

Duties

DUTY 1: Plans, organizes, and directs the activities of the Engineering Section, ensuring that HNC systems engineering, complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and system engineering objectives. DUTY 2: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. DUTY 3: Performs a broad range of COMSEC/Cyber engineering analyses and/or engineering assignments entailing unique problems, creativity, innovative use of techniques, advance approaches and or new technology. DUTY 4: Represents AFLCMC with a variety of installation and functional area organizations.

  • This is a Systems Planning, Research, Development and Engineering, Level III and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act no later than 24 months after accepting this position.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervisory/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the Supervisory/ Manager experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: COMPUTER ENGINEER GG-0854-14 OR ELECTRONICS ENGINEER GG-0855-14 A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure, written test, specified academic courses, or related curriculum. At least 3 of the 24 semester hours must have been in calculus. Examples of creditable experience include: knowledge of engineering, mathematics, statistical analysis, modeling /simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures; knowledge and understanding of national -level doctrine, regulations, policies, guidelines, requirements, and initiatives. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of engineering, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, and techniques; practices and procedures. Comprehensive knowledge of agency, AF, DoD and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s). 2. Expert knowledge and experience in acquisition and sustainment of C4ISR systems. Knowledge of safety, security, and EEO regulations, practices, and procedures; knowledge of security procedures to maintain control of classified material. 3. Skill in applying analytical and evaluative techniques to identify, investigate, and resolve complex engineering issues or problems and modify standard practices and techniques to solve complex interrelated problems; skill in executing force development activities, including recruitment, retention, and training. 4. Skill, judgment, resourcefulness, and ingenuity to envision new applications for state-of-the-art technology; establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment, experience, and recognized professional standing. 5. Ability to communicate effectively both orally and in writing, in order to analyze highly complex issues, produce authoritative reports, position papers, and briefings responsive to specific needs of commanders and senior management; present clear and concise findings; effectively advocate for a position. 6. Ability to analyze, plan, organize, direct, and adjust the functions and supervise, mentor, motivate, and appraise the staff of a small to medium sized organization to meet program requirements and objectives within available resources. CONDITIONS OF EMPLOYMENT CONT: -Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information, other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs to fully perform the duties and responsibilities of the position. -This position has been designated by the AF as a Testing Designated Position under the AF Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
