This position is located in the Executive Office of the President (EOP), Office of the Director of Technology (OD/WHIT), Data Security Office (DS). The incumbent is responsible for a wide range of highly complex, novel assignments involving analysis and exchange of information to support the conduct and management of the Office of Administration, and other functions of the EOP.

Duties

As a IT Cybersecurity Specialist (INFOSEC/PLCYPLN), GS-2210-13/14, your typical work assignments may include the following: - Manages and assesses the effectiveness of the Data Security Authorization Program within all OD/WHIT programs - Establishes and monitors performance measures, life cycle management processes, and administrative positive control systems - Reviews business cases and information systems projects for Data Security implications. - Develops and executes special project plans to address data authorization issues - Assesses the impact of security requirements upon systems cost, efficiency, and user effectiveness throughout the systems' life cycle - Ensures data security protections are in place for EOP programs, systems, and information involved - Provides Data Security program assessment guidance and support to all levels of management - Changes data security technologies and provides recommendations for the adaptation of new data security technologies or policies - Conducts investigations, analysis, inquiries, and assistance visits to identify security problems or concerns, and the associated solutions to correct the identified problems or concerns - Assists with the development of the data authorization policy within OD/WHIT, to include developing EOP guidance, as required

  • Must be able to obtain and maintain the Federal Acquisition Certification for Contracting Officer’s Representatives (FAC-COR), level 1, within 3 months of employment.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for IT Cybersecurity Specialist (INFOSEC/PLCYPLN), 2210. Experience must be IT-related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to meeting the Basic Requirement above, applicants must also meet the Minimum Qualifications requirement below. -AND- TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-13 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that demonstrates: 1-Familiarity with the development of custom information access, organization, and dissemination systems. 2-Performing security audits, risk assessments, and analysis. 3-Familiarity of data classification, security policy, cloud security, third party vendor security and critical infrastructure risk management. 4-Implementing complex security reports to provide real-time insights to senior management regarding program initiatives. You may qualify at the GS-14 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates:1-Developing custom information access, organization, and dissemination systems. 2-Overseeing the performance of security audits, risk assessments, and analysis. 3-Familiarity of data classification, security policy, cloud security, third party vendor security and critical infrastructure risk management. 4-Presenting briefings using graphs, tables, dashboard views, and supporting textual content. nurse5-Overseeing and creating complex security reports to provide real-time insights to senior management regarding program initiatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
