The Associate Chief of Staff, Behavioral Health will lead a multidisciplinary staff in the delivery of Behavioral Health care to our nation's veterans. The incumbent is responsible for the supervision and management of all Behavior Health Services at the Butler VAMC; this includes all outpatient mental health services at the main facility and all satellite clinics as well as the residential MHRRTP programs and all services and staff housed under Social Work Services and Psychology Services.

The incumbent must have significant leadership, mentoring, and management experience as well as strong health care operations and planning experience and be able to demonstrate evidence of excellence in teaching and clinical practice. Major Duties include but are not limited to: Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Develop performance standards. Evaluate work performance of subordinates. Give advice, counsel, or instruction to employees on both work and administrative matters. Interview candidates for positions in the service; recommend appointment, promotion, or reassignment to such positions. Hear and resolve complaints from employees, group grievances and more serious unresolved complaints. Effect disciplinary measures. Identify developmental and training needs of employees, providing or arranging for needed development and training. Find ways to improve production or increase the quality of the work directed. Recommend changes in position management, subject to approval by higher level officials. Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building; and improve business practices. Responsible for the teaching, education, and research programs of Behavioral Health Services. Serves on Medical Center, VISN, and National VA committees or task forces as assigned by Chief of Staff. Represents Behavioral Health Service on decision-making committees at the Medical Center. Actively participates in leadership roles on local, state, and national professional organizations. Represents the Medical Center at professional community group events and committees Provides leadership in new program development. This may include new programs or treatment approaches for inpatients, outpatients, programs based at the Medical Center or the CBOCs, or programs developed in collaboration with community partners or other VA facilities. Is responsible for understanding, monitoring, educating staff about, and with appropriate resources achieving the benchmark goals of the Performance Measures assigned to the Behavioral Health Division. Is responsible for timely completion of all program evaluations and documents required by the Medical Center, VISN, and VACO, ensuring compliance with appropriate accrediting bodies (such as JCAHO) and monitoring entities (such as NEPEC), as appropriate. Consults with others to offer research guidance and to stimulate new research directions. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Grade Determinations: Social Worker (Service Chief), GS-14: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates: Experience/Education: One year of experience equivalent to the GS-13 grade level. The chief social work service must evidence possession of supervisory and management skills. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. May have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: The chief social worker must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Skill in providing the full range of supervisory duties across multiple service divisions/sections, which would include responsibility for assignment of work to be performed, performance evaluation, selection of staff, and recommendations of awards, advancements, and when appropriate, disciplinary actions. Skill in applying legal, ethical, and professional standards to social work practice. Skill in developing, maintaining, and managing social work services in multiple divisions/sections. Ability to ensure compliance with social work practice, policy, and accreditation standards across the continuum of health care. Skill in providing consultation to facility leadership, managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements Skill in administrative oversight to ensure compliance with social work licensure requirements.
