The primary purpose of this position is to serve as the Supervisor of the Group Commander's Support Staff (CSS) and serve as a project manager within the overall Group staff office. The incumbent will administer and direct the Group CSS functions to ensure smooth day-to-day and UTA operations.

Duties

Plans, organizes, and oversees the full complement of activities within the Group Commander's Support Staff. Supervises personnel, manages office and unit training, and provides administrative oversight of programs through continuous improvement initiatives within the CSS construct. As project lead/manager, reviews and evaluates organization structures and missions by interpreting data, process flow, organization concepts, and line/staff relationships for consistency and logic, and to improve organizational efficiencies. Establishes and manages a working project team of functionalists across the wing and/or group as well as internal analysts in conducting studies/project workshops. Serves as the Group liaison and point of contact with the servicing Force Support Squadron on personnel and manpower actions. Serves as central point of contact to provide authoritative explanations of personnel and/or manpower related requirements, regulations, and procedures and to assist in resolving operational problems involving all functional areas of personnel. Manages training programs for those personnel with AFSCs involving Administration, Personnel, and Training in accordance with established command guidelines. Acquires adequate training from agencies necessary to discuss professional development issues with assigned personnel. Ensures training is conducted in accordance with Career Field Education and Training Plan (CFETP) requirements. Develops CSS consolidated resource plans for staff support across the group to include budgets, equipment, computers, supplies, and required services. Receives data call, reviews CSS historical data submissions to determine trends in spending and forecast annual funding needs. Exercises supervisory personnel management responsibilities less than 25% of the time. Directs, coordinates, and oversees work of subordinate personnel. Advises staff regarding policies, procedures, and directives of higher­ level management and headquarters. Selects candidates for subordinate positions taking into consideration skills and qualifications, and mission requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of civilian and military knowledge operations and personnel policies, procedures, rules, guidelines, instructions, etc., to understand respective programs and discuss findings with functional managers at higher headquarters. Working knowledge of an extensive body of civilian and military knowledge operations and HR rules, procedures, and operations sufficient to provide advice to wing and squadron management on a variety of CSS issues. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of administrative and military personnel processes, policies, procedures, Reserve mission, training methods and programs, rules, guidelines, and instructions. 2. In-depth knowledge of the automated systems, personal computers, hardware, and software. Ability to analyze data/products. 3. Ability to plan, organize and direct the functions and staff of an organization; communicate effectively with diverse groups of individuals, both orally and in writing. 4. Knowledge of analytical and investigative techniques to measure the effectiveness, efficiency, and productivity. 5. Knowledge of management principles within both the civilian and military personnel systems, and the ability to integrate the civilian and military personnel aspects in order to successfully accomplish the organization's mission. 6.Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Knowledge of training goals and objectives to manage and implement training goals for the CSS personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
