This position is part of the Defense Civilian Personnel Advisory Service (DCPAS). The incumbent will be responsible for leading and managing the CPD Division, providing strategic oversight aligned with national strategies and DoD mission objectives, and managing day-to-day operations of a portfolio of complex, high-visibility enterprise-wide programs and supporting functions to develop an approximately 900,000-member appropriated and non-appropriated fund civilian workforce.

Duties

As a Supervisory Program Manager (Career & Professional Development) at the GS-0340-15 some of your typical work assignments may include: Serves as an Associate Director within DCPAS' Talent Development Directorate, with primary responsibilities as the Supervisory Program Manager for the Career and Professional Development (CPD) Division, providing strategic oversight aligned with national strategies and DoD mission objectives, and managing and personally accomplishing day-to-day operations of a portfolio of complex, high-visibility enterprise-wide programs and supporting functions to develop an approximately 900,000-member civilian workforce. Oversees an extensive career broadening portfolio which includes developing policy and managing operation of programs such as DoD's Public-Private Talent Exchange, the John S. McCain Strategic Defense Fellows Program, the President's Management Council Interagency Rotation Program, the DoD Acculturation Course, the DoD Managerial and Supervisory Training Program, and other future-facing departmental initiatives such as the Defense Civilian Training Corps, Innovation Workforce, and DoD Mentoring Programs. Directs, conducts, and oversees the successful planning, instructional systems design, development, implementation, monitoring, consultation, compliance, innovation, reporting, delivery, and evaluation of policies and programs involving many different, complex, and simultaneous processes and supporting studies, requiring extensive contact, negotiation and consensus building with senior leader stakeholders within the Military Departments, Defense Agencies, other Federal agencies, and the Federal interagency community. Ensures that strategic level guidance such as the National Defense Strategy, Secretary of Defense priorities, and the DoD Human Capital Operating Plan (HCOP) and programs, mission, vision, and values are communicated to the team and to external customers, and is integrated into the team's strategies, goals, objectives, work plans, and work products and services. Assists in the creation and maintenance of workforce development strategies for the integration of long-, mid-, and short-range projects, actions, and activities. Oversees the development, interpretation, and integration of data from program assessments and interpretative processes that result in continuous program improvements while anticipating and responding to changing technological developments, significant trends, conflicting requirements and new objectives, goals, policies, and guidance. Identifies and champions new innovative processes and future-focused policies aimed at advancing the effectiveness of developing the Department's civilian workforce and transforming programs towards the future of learning and development in DoD. Maintains significant responsibilities and accountability while directly completing program management tasks and supervising and developing the employees in the division to accomplish their work, ensuring mission achievement and compliance with evolving national level defense strategies, regulations, statutes, legislative initiatives, and policies. Finds innovative ways to improve production and increase the quality of work directed. Responsibility also includes managing and controlling the division's budget that supports and enables program operations, ensuring cost-effective procurement methods, effective use of technology and a robust communications strategy.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Conducts thorough investigation and analysis to measure the effectiveness of the civilian talent and workforce development programs; Develops solutions and recommendations to complex program management issues; Provides consultation and influence to stakeholders through negotiation and consensus building techniques; Evaluates the content of new legislation for impact on programs and/or to translate legislation into program goals and objectives; Provides advisory services and direct leadership to a team of executive and senior leaders, peers, etc. on advanced program management and workforce development practices; Proficient in project planning, project management, and strategic oral/written communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
