THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION WITH NO MILITARY REQUIREMENT. This National Guard position is for a SUPV HR SPEC (MILITARY), Position Description Number PDT5650000 and is part of the Mississippi National Guard.

Duties

As a SUPV HR SPEC (MILITARY), GS-0201-11, you will serve as the Supervisory Human Resources Specialist in the Military Personnel Flight of a Force Support Squadron or Flight. MAJOR DUTIES: 1. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. 2. Directs all human resources activities and support services for the host Wing and all supported Airmen, including: Career Enhancements, Customer Service, Employments, Relocations, Personnel Systems Manager, Military Personnel and/or Readiness. Develops local policy and procedures for all human resources services within the Wing and coordinates with State Headquarters in the development of policy and programs for the state. Provides oversight, training, and procedural guidance to Commander's Support Staffs. Serves as the Wing Functional Area Manager for all Personnel Airmen assigned to the Wing, providing training, career development, and recommendations to senior leadership on force management of Personnel Airmen throughout the Wing. 3. In addition to supervision, specializes in a function: A. Force Management:--Plans, directs, controls, and provides advisory services on all aspects of the Career Enhancement program for both Active Guard Reserve (AGR), unit drill status guardsmen, full time technicians and potential members. Develops internal policies and procedures governing administration of the following programs: Officer Performance Report/Enlisted Performance Report (OPR/EPR), and officer, enlisted promotions and enlisted demotions. Monitors monthly reports on performance raters and changes of raters to maintain an accurate record. Provides administrative control, management, development and advisory service for military awards and decorations. Reviews Line of Duty (LOD) determinations for administrative accuracy, tracks progress and initiates incapacitation pay requests (if applicable). Manages and provides guidance and technical expertise of various special programs to include Deserving Airman Promotion Program, Reserve Officers Personnel Management Program, Exceptional Promotion Program, and Extensions/Reenlistment Program. B. Customer Service:--Plans, directs, and controls all aspects of the Customer Service Program. Manages the Air Force Personnel Records System. Develops procedures and establishes policy for building, updating, auditing, and accountability of and disposition of automated and manual records. Monitors the maintenance and security of the Unit Personnel Record Group (UPRG) ensuring content meets regulatory requirements and are safeguarded. Manages the Point Credit Accounting and Reporting System (PCARS) program. Is the focal point within the MPF for various entitlement programs (i.e., TRICARE medical/dental, Survivors Benefit Plan, Thrift Savings Plan (TSP), Family Care Program, etc.). C. Career Development:--Plans, directs, and controls all aspects of the human resources employment program. Responsible for the development of internal policies and procedures governing administration of Personnel Employment programs to include inbound assignment for officer and airmen personnel; certification of military qualifications and assignment eligibility for AGRs, traditional drill status guardsmen applicants; and in-processing of personnel. D. Readiness:--Develops wing readiness plans for the administration of contingencies and mobilizations. Determines human resources requirements in support of mobilization. Coordinates with gaining Major Commands (MAJCOMs), Headquarters, Personnel Readiness Center (PRC), National Guard Bureau (NGB), and unit commanders regarding all matters concerning the activation and/or deployment of forces. 4. Performs other duties as assigned.

Qualifications

GENERAL EXPERIENCE: To qualify an applicant for any GS-0201 position, apply and evaluate the applicant's competencies (knowledge, skills, abilities, and behaviors) that include military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following seven basic qualification competency factors are applicable to the GS-0201 career levels: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Ability to assess body language and perceive emotional and/or distress levels; and Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: Must meet the non-supervisory GS-0201-11 qualifications, PLUS have 12 months of career broadening human resources program experiences in leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigned work requirements. The individual must have experiences that included guiding employees on human resources (military or civilian) program tasks. Experienced in conducting employee performance evaluations and mentoring employees; managing resources and budgets; and directing assigned work, or leading the employees on program tasks, inspections, exercises, deployments, and/or mobilizations. Experienced in effectively and efficiently planning and scheduling work. Experienced in leading people and human resources personnel activities that included directing and assigning tasks and projects. Experienced in structuring assignments to create viable procedures that resulted in measured and improved task processes. Experienced in creating and implementing improvements in mentoring programs and strategies, executing training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Experienced in working within merit principles, equal employment, and affirmative action guidelines.
