About the Position: Serves as Architectural historian, with primary responsibility for project review to ensure installation compliance with Section 106 of the National Historic Preservation Act (NHPA). Work embraces a range of subjects directly or indirectly concerned with regulatory compliance and protection of the installation's historic properties.

Duties

Administers installation requirements for compliance with 36CFR800 for historic buildings, landscapes and districts. Conducts ongoing inspections of projects and notifies teams when projects are not in compliance. Develops strategies and methods for locating, inventorying, evaluating, and protecting historic properties in accordance with Section 110 of the National Historic Preservation Act as part of the historic survey process. Updates the Installation Cultural Resource Management Plan.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a valid State Driver's license to perform the duties of this position.
  • Must obtain and maintain Contracting Officer Representative (COR) Course Certification within 6 months.
  • A pre-employment physical is required.
  • Some physical activity to include bending, stooping, waling and lifting of moderately heavy boxes or records is required as a usual part of normal duty. Extensive walking is required.
  • Temporary Duty Travel (TDY) may be required up to 10% of the time.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Basic Requirement for a Historian: Degree: Bachelor's degree (or higher degree) in history; or related field that included at least 18 semester hours in history. OR Combination of Education and Experience: Courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience reviewing construction projects that effect historic properties; conducting inspections of historic buildings; ensuring compliance with agreements with the National Historic Preservation Act (NHPA); and conducting historic surveys and/or research to determine historic relevance and whether modifications will alter original properties of the building. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: History. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: History and ArchaeologyPlanning and EvaluatingTechnical CompetenceWriting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
