You will serve as a SUPERVISORY INTERDISCIPLINARY in the ASSET MANAGEMENT BUSINESS LINE of NAV FACILITIES ENGINEERING COMMAND SE. Duties

You will participate and/or leads planning teams to develop long, mid and short-range land use/infrastructure planning, infrastructure management and basing strategies. You will explain and defend specific planning criteria to users and to other technical experts and auditors and serve as a technical expert in facilities planning criteria. You will serve as a facility planning criteria expert, providing criteria guidance to users in interpreting and applying UFC 2-000- 05N criteria to facilities planning actions. You will provide the client with clear and concise policy and guidance for the orderly and cost-effective development of shore facilities. You will leverage in-house resources in such areas as land and facilities planning, acquisition, real estate, environmental, construction, public works, or other subject matter experts to clarify the vision for the shore infrastructure.

  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Registration as a Professional Engineer or Architect is required.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Current license as a Professional Engineer (PE) or Registered Architect (RA) by any State, the District of Columbia, Guam, or Puerto Rico for the SUPERVISORY GENERAL ENGINEER/ARCHITECT/CIVIL ENGINEER/INDUSTRIAL ENGINEER position. in additional to the basic requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing planning recommendations for construction, demolition, energy, maintenance and facilities development projects; 2) Reviewing engineering/architectural drawings or specifications for construction, demolition, energy, maintenance, facilities development projects to identify inconsistencies; 3) Using planning systems, such as Shore Facilities Planning System (SFPS) and Planning, Programming, and Budgeting System (PPBS), and automated data bases to capture spatial or geographic data to support facility planning; 4) Preparing and/or reviewing project-planning documents, such as DD 1391s, for repairs, alterations, and minor construction projects. Education

For the Community Planner (0020) position, applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

OR

Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
