Duties

As a Accounting Technician, GS-0525-08, you will performs broad in-depth analysis on multiple management systems and applies this information to complicated precedent type cases to resolve especially difficult and sensitive, out of balance conditions associated with processing actions within accounting systems. Analyzes and evaluates data to conduct a variety of fiscal reconciliations, reviews, and account adjustments. Reconciles accounting and budget data with Program Managers and the USPFO Deputy Financial Manager/Budget Officer. Balances all Program Managers' accounts with the federal database of record. Performs fact finding, research, and investigations to identify, analyze and recommend solutions regarding fiscal accounting activity. Analyzes particular facts of fiscal transaction problems/issues; verifies, evaluates, and interprets considerable amounts of data; obtains additional information to reconcile discrepancies or inconsistencies; and applies pertinent fiscal laws, regulations, precedent decisions, and procedures to determine appropriate action for resolution. Relies often on experience and judgment rather than guides to fill in gaps, identify sources of information, and make working assumptions about what transpired. Applies many different and unrelated processes and methods associated with fiscal transactions to analyze complex and unusual accounting transactions.

Requirements

  • Must be Financial Manager Level 1 qualified within 2 years of employment.
  • Incumbent must possess or be able to acquire the appropriate level security clearance for this position
  • Enrollment in Direct Deposit is mandatory.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to current on-board US Federal employees interested in helping the Department of the Army meet our mission requirements as an Accounting Technician. PCS: Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLARNG BUS Code NG5022:This position is "included" in the bargaining unit and eligible for labor organization representation. NOTE #: Must be Financial Manager Level 1 qualified within 2 years of employment. TEMPORARY PROMOTION- For Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 5 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 5 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 32 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. INDEFINITE APPOINTMENT-All others (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. INDEFINITE APPOINTMENT-For all other selectees (to include T32 technicians): This is an obligated position (incumbent is on a military tour). Selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition GENERAL EXPERIENCE: Must have experience, education, or training involving arithmetic principles, attention to detail, and application of established procedures for recording and compiling data. Experience in sorting and verifying receipt of documents; recognizing or matching forms containing names, numbers, and codes; and establishing a filing system. Experience verifying accuracy and completeness of documents, maintaining or reconciling accounts and records; researching documents for discrepancies in debits and credit entries and taking necessary action in balancing accounts; and entering, deleting, and retrieving data utilizing an automated system. Experience validating accounting data, analyzing unusual trends for corrective action, maintaining and researching records, and preparing reports. Experience in correcting coding or other errors that result in computer generated rejects. SPECIALIZED EXPERIENCE: GS-08 must have at least 1-year specialized experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training of total accounting procedures. Experience planning, organizing, and coordinating work to resolve problems that occur.
