The Primary Purpose of this position is to serve as Air National Guard ANG Vehicle Management Specialist to develop, interpret, and implement vehicle management and operations policy, procedures, and supplementary guidance as well as assisting ANG units in complying with public law and DOD directives pertaining to the ANG's vehicle management personnel and vehicle fleet.

Duties

Develops, coordinates, and implements ANG programming, procurement, and analytical strategies relating to administration of the vehicle management and operation programs. Performs/leads studies and provides technical advice and assistance on development and implementation of readiness mission capabilities. Provides technical guidance and assistance in vehicle operation and maintenance to ANG units.

  • Position may perform other related duties as assigned.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, regulations and laws affecting vehicle operations and maintenance. Work requires considerable skill in applying this knowledge to plan and accomplish a variety of complex work assignments and or identify, analyze, and resolve logistics management issues or problems. Knowledge of a wide range of logistics concepts in warehousing, transportation, vehicle operations and maintenance, vehicle fleet management, supply, manpower management and logistics planning to provide technical guidance to the development of program goals, plans, policies, and procedures and work plans dealing with the development of wing strategic visions, to evaluate overall logistics process effectiveness, and to recommend methods to help the squadron optimize use of resources and maximize efficiency and effectiveness. Knowledge and skill in applying analytical and evaluate methods and techniques to issue or studies concerning the efficiency and effectiveness of program operations and recommend improvements. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of federal and agency logistics concepts. principals, practices, procedures, and regulations applicable to a full range of logistics management to include supply chain management, equipment and vehicle fleet management, vehicle maintenance and operations, and logistic plans under peacetime and wartime conditions to develop and recommend policies and procedures of the headquarters. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Skill in analyzing issues and formulating solutions to complex problems. Ability to analyze, plan, and adjust work operations of subordinate installations/organizational segments to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
