This position is located at Service Center Operations Directorate, Vermont Service Center. As an Supervisory Immigration Service Officers (Associate Center Director), you will represent the Service Center/USCIS in conferences and meetings concerning program functions and establish office adjudications guidance, procedures, decisions and resource allocation and impacting program operations.

Duties

Manage all administrative immigration programs, budget, activities and operations for a Service Center division. Establish office adjudications guidance and ensure employees adhere to integrity standards and all applicable guidance, laws, regulations and instructions governing employee standards of conduct. Develop and maintain continuous and effective liaison with external stakeholders (i.e.,domestic/foreign government agencies, community based orgs, media reps, legal groups, congressional staffs and general public) through conferences and meetings. Respond to inquiries from a full range of sources to justify, defend or settle sensitive adjudications and naturalization issues including those of other service areas. Formulate and initiate new systems, regulations, or programs, participate in short and long term strategic planning and recommend changes to policies and procedures that affect the work of experts and major aspects of the programs.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/27/2023. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/27/2023. GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Managing administrative immigration programs, activities and operations; - Administering benefits or services including the processing of citizenship, family, humanitarian and employment based petitions and applications; Overseeing and directing the development and maintenance of appropriate records, establishing performance standards, and records and reporting data required to ensure effective operating standards; Planning and directing an office's adjudications and support programs or related functions in accordance with broad program objectives and established policies; Providing authoritative guidance to senior management officials on the resolution of extremely sensitive and complex immigration issues; Direct oversite over a team of supervisors or other GS-13 level employees, or similar direct management level supervisory experience. Education

EDUCATIONAL SUBSTITUTION: There is no educational substitution at this grade level.

Training: If you have not already done so, you will be required to attend and complete a USCIS Officer training course. This is typically provided through a blended approach of virtual instruction followed by in-residence instruction at a training venue. Training must be successfully completed according to the standards of the agency. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion or separation by appropriate procedures.
