There are 3 positions being filled for this vacancy. All positions are located in Region 9. This position is established on a Forest Service unit as a Staff Officer for Lands, Boundary Management, Special Uses, Minerals, Recreation, Heritage, Conservation Education, and Engineering.

Duties

Provide strategic guidance and leadership for the unit’s recreation, engineering, lands, boundary management, special uses, heritage, and minerals programs and activities. As a member of the leadership team, formulate plans, policies, and objectives for the unit. Develop and recommend policies, programs, plans, and objectives based on needs and directives from higher authority. Monitor and review unit activities for adherence to higher level directives, prepare reports of findings and recommend course of action on issues requiring line management decisions. Responsible for all phases of staff work in long-range planning and administration of unit’s land management program. Inform and justify to supervisor, the implementation and execution plans and recommend amendments. Provide oversight, review, evaluate, and approve overall program of work, work plans, and modification of functional program areas. Monitor program accomplishment, resolve issues, and coordinate program, project, and contract integration with applicable staffs. Provide leadership for the accomplishment of work with regard for sound management practices, economical and proper use of supplies/equipment and efficient use of people and safety practices. Establish and maintain internal and external work relationships vital to the agency, including those with prominent individuals and organizations who apply public pressure to further special interests. Perform administrative and human resources management functions for the unit such as providing advice, counsel or instruction on both administrative and work matters. Establish and communicate guidelines and performance requirements to employees including conducting formal performance reviews and identifying developmental and training needs of employees.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-13 level:Applicants must have one year of specialized experience equivalent to at least the GS-12 level. Examples of specialized experience are: Provided leadership using an interdisciplinary approach in the management of resources and programs on a unit; Devised strategies to overcome significant resource or environmental issues and applied appropriate measures; Developed and implemented multiple-use resource management plans that covered a diverse range of resource management issues; Prepared and/or assessed short- and long-range functional resource plans to ensure compliance with land management planning policies and regulations; Determined management objectives for land management program areas and develop policies for these management areas; Worked closely with agency staff, external partners, and other stakeholders to coordinate and integrate programs and projects to meet resource objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Education

For the GS-0101:
Degree: Successful completion of a full 4-year course of study in an accredited institution leading to a Bachelor's or higher degree that included a major field of study in behavioral or social science; or related disciplines appropriate to the position

OR A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field

OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

For the GS-0401:
Degree: Successful completion of a full 4-year course of study in an accredited institution leading to a Bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position

OR A combination of education and experience: Education leading to a Bachelor's degree with courses equivalent to a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position (i.e., at least 24 semester hours of relevant upper level courses) and appropriate relevant experience or additional education. The combination of education and experience must equal 100%.

For the GS-0801:
A. Professional Engineering Degree. The completed program: (1) led to a Bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR Combination of Education and Experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by professional registration or licensure, written test, specified academic courses, or related curriculum, as follows:

B. Professional Registration or Licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.

OR C. Written Test: Successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

OR D. Completion of Specified Academic Courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic degree requirements above. The courses must be fully acceptable toward meeting the requirements of a professional engineering program as described in the basic degree requirements above.

OR E. Completion of a Related Curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g. engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, which may be accepted in lieu of a bachelor's degree in engineering, provided I have had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
