The primary purpose of this position is to serve as Deputy Director 794th communications squadron in the 844th communications group, sharing with the Squadron Commander the full scope of responsibilities for directing the activities of the Squadron and in the commanders absence, possesses the same authority and prerogatives.

Duties

Works with the Squadron Commander in planning, organizing, and overseeing the activities of the Squadron. Participates with the commander in the exercise of supervisory personnel management responsibilities. Serves as the focal point for communications, information and cybersecurity functions on projects/programs. Makes a periodic, comprehensive assessment and evaluation of program goals/objectives which provide abasis for long and short-range planning to enhance the organization's support capabilities.

  • This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

  • Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents must be removed from their military recall status if alternatives for filling of the position during an emergency are not available .
  • Information Assurance Certification is a condition of employment. The incumbent of this position must achieve the appropriate IA certification within six months of assignment of the se duties.
  • This position has been designate d b y the Air Force as a Testing Designated Position under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes includes experience working with communications and information (C&I) systems and facilities, practices and methodologies equivalent to those used in both government and industry; experience planning and coordinating all phases of the acquisition, implementation, and integration of IT communications and assets; and the ability to direct short and long range programs addressing essential communications and information systems and services. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the policies, principles, concepts, guidance , procedures, techniques, and methodologies pertaining to communications and information (C &I) systems and facilities, practices and cybersecurity methodologies equivalent to those use d in both government and industry; to include an understanding of the Air Force and C &I organizational structure . Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide staff guidance and/or communications, information and cybersecurity functions and activities and knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize , and direct the functions and supervise , mentor , motivate , and appraise the staff of an organization through subordinate supervisors. Ability to analyze , plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Knowledge and under standing of the Department of Defense Planning, Programming and Budge ting System (PPBS) and Federal budget process, including knowledge of congressional budget process; and thorough and detailed understanding of Air Force , DoD and 0MB policies, directives, and regulations in order to effectively develop and defend multi-year financial programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
