The primary purpose of this position is to Serve as the primary planner, organizer and manager of all Department of Defence personal property moves for all DoD personnel in the Personal Property Section including informing and advising personnel of options available, both at government expense and at personal expense.

Duties

Interviews and assists In planning and organizing personal property moves in the Personal Property Sections Coordinates and ensures proper implementation of peacetime and contingency traffic management programs, policies, procedures, transportation management systems and techniques incident to the preparation and movement of personal property, e.g., household goods, unaccompanied baggage, privately owned vehicles and special items such as mobile homes and boats, but not limited to these items. Researches, interprets, analyzes, and applies organization policies, laws, and regulations. Analyzes excess cost rebuttals to determine validity of member's rebuttal action. Identifies and ensures all regulations and rules governing the Personally Performed/Procured Move {PPM).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Experience Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. OR Certificate Possession of a certificate as Certified Member, American Society of Transportation and Logistics meets the requirements for GS-5. Persons with such certificates may also qualify for higher grade levels based on their education and/or experience. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes assisting in planning and organizing personal property moves, ensuring proper implementation of traffic management policies and procedures, researches, interprets analyzes, and applying travel regulations, and assisting customers with preparation of requests in rebutting excess costs. . NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of traffic management principles, policies, practices, laws, regulations, techniques and operations to include those concerning economics of transportation, commercial carrier operations, unauthorized items and related areas such as storage, preparation, packaging, packing and US and foreign customs import/export requirements as these involve air, motor and water movements. 2. Knowledge of quality assurance and inspection principles, practices, procedures, sampling techniques and policy, 3. Knowledge of standard contracting regulations, practices and procedures. 4. Knowledge of safety and security regulations, practices, and procedures. 5. Ability to communicate effectively both orally and in writing, plan and organize work and maintain good working relationships. 6. Skill in using interrelated computer systems, such as, spreadsheets, databases and word processing; planning, organizing and managing a substantial function mentoring, motivating and appraising staff and analyzing complex. information to evaluate options, make appropriate decisions and present facts. 7. Ability to respond to a range of questions from government agencies, activity personnel, customers, commercial carriers and/or others regarding shipment and storage of personal property. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
