Serve as an Administrative Officer responsible for providing the Chief Medical Officers with full information and specific recommendations concerning all administrative aspects required in sound and proper management concepts and determinations. There are 2 Administrative Officer (AO) positions, covering 4 Community Based Outpatient Clinics. One AO will be assigned to Clermont and Tavares. Second AO will be assigned to Deltona and Kissimmee. Both AOs will cover each other during absences.

Duties

Serves as a Administrative Officer responsible for providing administrative leadership and coordination in the development, implementation, evaluation, interpretation, revision, and when necessary, corrective action of many applicable administrative functions, activities, operations and programs for two of the four Community-Based Outpatient Clinics (Deltona/Kissimmee or Clermont/Tavares). Duties include, but are not limited to: Provide personnel management and administration for Primary Care at the Orlando VA Medical Center's Community-Based Outpatient Clinics. Provide facility oversight with all service lines as well as contracted staff located at CBOCs. Prepare resource requests, recruitment ads, and manages all aspects for employee recruitment for the service. Maintain awareness of and information about the overall status of financial resources in order to react to changing situations with timely recommendations. Manage procurement and contracting for the assigned Community-Based Outpatient Clinics. Serves as a liaison with other services, top management, functional work groups, outside agencies, Central Office, Congress, and Veterans on administrative matters. Provide and formularizes planning direction, manage, and coordinate all administrative aspects, and develops and implements policies and procedures for the assigned Community-Based Outpatient Clinics. Responsible for administering programs concerning such matters as labor management relations, staff education, and resident supervision. Provide full administration of reporting, evaluation, and requirements associated with the Accreditation of the organization. provide and analyze monthly reports of performance measure data by identifying areas which need improvement and facilitating performance improvement plans. Coordinate administratively all personnel related activities throughout the Medical Service, whether clerical or technical, and serve as a resource manager for all group practices on personnel related matters. Work Schedule: Monday-Friday 8:00 a.m. - 4:30 p.m. (and as needed during emergency situations) Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interpreting administrative policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to management and staff on related issues; Manages all training requirements, including mandatory and position specific training; Prepares reports, letters, correspondence and documents needed for data presentation; Provides orientation and training to new staff; Provides technical and administrative supervision and provides advice, counsel, and instruction to employees on both work and administrative matters. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (Transcript required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Physical demands range from sedentary to long periods of walking or standing to observe and study work operations.
