The NLM's Division of Library Operations (LO) is seeking experienced and talented Technical Information Specialists. LO collects and curates biomedical information and makes it available to a global audience. This announcement will be used to fill multiple positions to advance automated indexing efforts, coordinate serials cataloging and metadata management, preserve and manage NLM collection, and lead product teams related to consumer health, common data elements, and the library catalog.

Duties

The following positions are located in Bethesda, MD, and are not remote: Project manager for collection preservation and maintenance (two positions) Work closely with the Preservation and Collection Management Section Head to advise on issues of collection management, space planning, environmental monitoring, emergency/disaster response, preservation procedures and policies including digital preservation and scanning operations. Provide input and feedback to implement policies, standards, and process improvement related to collection management, including collection maintenance, preservation, and digitization. Support the acquisition of supplies, equipment, and services necessary for collection maintenance, preservation, and digitization activities. Oversee and monitor contract deliverables and performance. Develop project management workflows and documentation. The following six positions are remote eligible: Alma product owner Serve as product owner and lead library systems administrator for NLM's library services platform and discovery service, Alma and Primo VE. Lead the Library Services Platform (LSP) Team, serve as technical authority for Alma and Primo VE, and ensure accuracy and integrity of system data. Support ongoing maintenance for the LSP and discovery service which allows for innovating, creating, and maintaining a sustainable digital ecosystem. Work in a highly collaborative environment focused on providing a robust and reliable user centered experience for staff and for the public exploring NLM's vast and unique collection. Senior Serials Specialist Join NLM as a Senior Serials Specialist responsible for coordinating serials cataloging and metadata management activities. Duties include the following: Coordinate the creation and maintenance of MARC records for serial publications; Serve as the primary point of contact with NLM staff, customers, and publishers on issues related to NLM's bibliographic data for serials; Ensure that the journal records supplied to NLM literature databases are accurate and complete; Provide expert guidance to NLM staff on serials cataloging and metadata issues. Indexing Position #1 This position supports the gene and chemical indexing initiatives, which support the NLM Strategic Plan goal for greater automation and the MEDLINE 2022 Initiative. Duties include coordination of chemical flags processing; contributing to creating/maintaining a database for chemical terms; and serving on the MeSH Review Panel as reviewer of new and edited MeSH terms. Indexing Position #2 This position supports the MEDLINE 2022 Initiative and automated indexing through domain expertise and curation experience. Duties include improvement of gene link creation efficiency/quality; enhancement of automated identification of chemical entities; enhancements of MeSH vocabulary to improve automated indexing quality; and review of potentially incorrect MeSH mapping file data. MedlinePlus product owner Join NLM as the product owner for MedlinePlus (https://medlineplus.gov), NLM's premier health information resource for the public. MedlinePlus is available in English and Spanish and MedlinePlus Connect links electronic health record systems to content from MedlinePlus and other parts of NIH. Serve as the coordinator for all aspects of MedlinePlus and coordinate the development and maintenance of the product in conjunction with a team of librarians, technical information specialists, and developers. The product owner is responsible for maximizing the value of MedlinePlus for its stakeholders. Duties include the following: Provide expertise related to the development and maintenance of all aspects of MedlinePlus including current best practices for web design, customer experience, and managing complex information systems; Work with senior staff and managers in identifying and analyzing the need for changes in policies, procedures, methods and/or technology, including budget and staffing implications; Obtain feedback from team members and program manager to prioritize work effectively to ensure access to timely, high-quality health information; Coordinate or serve as Contracting Officer Representative on contracts supporting MedlinePlus. NIH Common Data Element Repository product owner Serve as lead for activities related to development and management of the NIH Common Data Element (CDE) Repository, responsible for managing content and functionality improving customer support and interacting with information technology and terminology staff to troubleshoot and resolve issues. Work directly with others within and outside NIH to identify and develop resources in support of use of CDE's and standardized forms in clinical and health services research and public health, and make these resources and related data sets more broadly accessible. Serve as liaison to coordinate collections of CDEs and spread awareness of the Repository.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

In order to qualify for a Technical Information Specialist, GS-1412 position you must have: A full four (4)-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled; OR Four (4) years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience is equivalent to that which would have been gained through a 4-year college curriculum; OR A combination of education and experience as described above. In addition, in order to qualify for a Technical Information Specialist, GS-1412 position at the GS-13 level, you must have: One (1) year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: managing technical information projects by applying expert understanding of technology, databases, software, and standards to solve a variety of information organization, access, and dissemination problems; retrieving and evaluating specialized information; and evaluating software/information systems with recommending and/or incorporating refinements and improvements based on testing and user feedback.
