The primary purpose of this position, COMPOSITE/PLASTIC FABRICATOR LEADER, WL-4352-10, is to troubleshoot, evaluate, inspect, refinish, repair, test, modify and maintain advanced composite components, internal and external lo the aircrafts structure and Low Observable systems and subsystems and any applicable aircraft specialized coatings.

Duties

Lead 4 or more Low Observables Technician (WG-4352-05 through WG-IO) in performing depot level maintenance on assigned aircraft. Perform Signature Assessments of Low Observable Coating for damage, integrity and overall Low Observable System status for aircraft assigned to the depot. Perform a variety of Low Observable Coatings related modification, restoration, applications, repairs and inspections. Mix, thin, blend and apply various sprayed coating material. Evaluate and perform aircraft composite repairs.

  • Must have ability to acquire and maintain required security clearance pertaining to a Special Access Program to perform work in sensitive/classified areas.
  • Must be able to qualify for license/permit to operate required vehicles and aerospace ground equipment.
  • Selectee may be required to work around toxic chemicals and must be able to wear the proper personal protective equipment.
  • May be required to work an uncommon tour of duty, scheduled and unscheduled overtime or rotating shifts.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WL-4300 Pliable Materials Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is: Ability to Lead or Supervise. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Equipment Assembly, Installation, Repair, etc. Technical Practices (Theoretical, precise, artistic) Use of Measuring Instruments Ability to Interpret Instructions, Specifications, etc. (Includes blueprint reading) Ability to Use and Maintain Tools and Equipment Knowledge of Materials PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: Frequently required to climb maintenance stands, and to the top surfaces of aircraft to perform operational and functional checks, troubleshoot discrepancies, and to make repairs. Employee is required to lift and carry parts and equipment weighing up to 25 pounds and over with assistance. May be required to work in strained, uncomfortable or cramped positions for extended periods of time. Climbing and working at heights may also be required. Active walking, climbing, standing, stopping, stretching, bending. WORKING CONDITIONS: Incumbent's primary duties will be performed indoors or in climate controlled environment, but occasionally require work to be performed outside and/or in inclement weather. Work is performed both inside the hangar and on the flight line in all types of weather conditions. Hazards common to aircraft maintenance including excessive noise levels, jet exhaust, moving flight controls, explosive seat and canopy, high air pressures, and hazardous materials are present in work area. Many tasks assigned may expose employee to toxic fumes and dirty or dusty environments requiring the use of respirators and forced fresh air. Working from ladders and stands is also required.
