About the Position: Serves as program manager for one or more environmental programs, technical expert, and main advisor to the Environmental Division in the development, review, and implementation of Blue Grass Army Depot (BGAD) environmental policies and programs that are necessary for ensuring compliance with installation environmental permits, federal/state/DoD/Army regulations, as well as protection of natural resources.

Duties

Utilize scientific and engineering principles to conduct environmental assessments/audits to develop alternatives, evaluate possible consequences, and to recommend feasible courses of action for top-level management decision making. Provide expert advice/technical assistance concerning local, State, Federal, DOD, and Army environmental laws, regulations, and policies. Provide recommendations on resolving environmental issues to the Command Group, Director of Public Works, Division Chiefs, project engineers, tenants, contractors, managers/supervisors, and other interested parties. Prepare and submit the Annual Compliance Certification reports to State and Federal regulatory agencies. Review and evaluate installation environmental management programs and policies for compliance with current applicable environmental laws, regulations, and directives. Serve as program manager for one or more environmental programs and principal advisor to the Division in the formulation and implementation of Blue Grass Army Depot (BGAD) environmental policies and programs. Participate in various meetings and technical workgroups on issues pertaining to resource conservation, hazardous waste management, environmental protection and pollution prevention, control and abatement measures. Plan, develop, prioritize, direct, and control environmental projects and be responsible for the budget. Participate in meetings with state/federal regulators to address issues concerning environmental violations, fines, agreed orders, and compliance schedules. Direct or oversee the inspection of installation infrastructure as it pertains to the assigned program area(s).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Incumbent must be able to obtain and maintain a SECRET security clearance.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450.
  • Responsibilities associated with hazardous waste treatment, storage, disposal management IAW Resource Conservation and Recovery Act (RCRA) regulations. As such, incumbent is required to complete appropriate training required by BGAD's RCRA Permit.
  • Ability to wear chemical mask.
  • Occasional TDY required.
  • Incumbent may occasionally be required to lift items weighing up to 50 lbs.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement: A. I have a bachelors degree (or higher degree) in engineering. To be acceptable, the program must: lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. B. I have a combination of education and experience that furnished a thorough knowledge of the physical and mathematical sciences underlying engineering. C. I have successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. (Note: You must attach a copy of your transcripts.) D. I have successfully completed at least 60 semester hours or 90 quarter hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. E. I have a combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Specialized Experience GS-07: One year of specialized experience which includes: Providing advice or technical assistance regarding local, state, or federal environmental laws and regulations; Developing/Reviewing environmental permit applications and management programs or policies; Developing and reviewing environmental plans and reports to ensure compliance with permits, policies, and regulations; Responding to inquiries regarding technical aspects of environmental permits, policies, and compliance issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Possess 1 full year of progressively higher level graduate education leading to a degree in an engineering field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Environmental Engineering. OR I have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). Specialized Experience GS-09: One year of specialized experience which includes: Providing advice or technical assistance regarding local, state, or federal environmental laws and regulations; Developing/Reviewing environmental permit applications and management programs or policies; Developing and reviewing environmental plans and reports to ensure compliance with permits, policies, and regulations; Responding to inquiries regarding technical aspects of environmental permits, policies, and compliance issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Possess a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in an engineering field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Environmental Engineer. OR I have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). OR Possess a Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to such a degree in a engineering field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Environmental Engineering. OR I have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
