The primary purpose of this position is to serve as the Headquarters (HQ) 9th Air Force (9 AF) Facilities Manager for 45 real property facilities, including 3 that are Sensitive Compartmented Information Facilities (SCIF) totaling 411,690 square feet.

Duties

Principal advisor/subject matter expert to the 9 AF Air Forces Central (AFCENT) Commander through the Director of Staff for all issues relating to assigned facilities including; operations and maintenance issues, project planning, design and construction oversight and management, facilities contracting and real property. Oversees facility management resources including personnel, service contracts, financial programs, space utilization, safety and information resources. Serves on working groups and lead teams composed of various functional disciplines engaged in developing and recommending facility proposals, funding sources, and implementation plans. Attends staff meetings, provides subject matter expertise and coordinates with various personnel to accomplish facility work and logistics efforts.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Facility Operations Services Series, 1640. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the application of facility and infrastructure engineering, resources, and asset management principles and Air Force instructions, directives, policies, and procedures; Knowledge of safety, security, and environmental policies, instructions, regulations, requirements, and procedures applicable to the support of real property and person; knowledge of a variety of qualitative and quantitative methods for the assessment and improvement of program effectiveness. Knowledge of standard administrative and personnel practices and procedures and skill in fact-finding to identify, develop, and recommend new procedures when required. Knowledge of policies and procedures for accounting, real property documentation and records management. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of facility and infrastructure engineering, technical instructions, work control, customer service, resource and asset management, and service contract management. Knowledge of information technology, safety, security, personnel management, emergency management response and Equal Employment Opportunity (EEO) regulations, principles, practices, and procedures. Knowledge of the principles of construction project management, contract acquisition and management, and large-scale program management. Skill at applying a range of principles, concepts, and practices concerning complex technical requirements for facilities, infrastructure and real property installed equipment systems. Skill in developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a team member. Ability to plan and organize work in order to gather, negotiate, and present data and supporting analyses. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of functional activities to include federal, state, and municipal governments, and industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
