The Executive Assistant (EA) serves under the Director of Production and Delivery office within ILEAD. The EA is the point of contact for directing and coordinating inquiries relating to administrative and program issues for the Director. They act as the liaison and handles the communication with stakeholders and participates in special projects affecting program planning for improving and correcting administrative processes and practices.

Duties

This position is open to current, permanent VHA ILEAD (Station 131) employees only. Applicants that are not internal ILEAD employees will not be considered. The major duties of this position include but are not limited to: Performing a wide variety of tasks in support of the functions, priorities, and management responsibilities of the Director. Serves as the point of contact for directing and coordinating inquiries relating to administrative and program issues for the Director. Researches materials and prepares background documents. Keeps the Director and other key officials abreast of the activities calendar, tracking fiscal and program commitments, and prioritizing action items. Reviews information, reconciles conflicting data, and devises new or modified methods to analyze findings. Develops recommendations and proposals. Coordinates with Division staff concerning all matters of work accomplishment, priorities, correspondence control, and issues affecting operations and programs. Follows up on specific requests for information and gathers, assembles, and analyzes material on various topics relating to Division services. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday 8am-4:30pm Compressed/Flexible: May be available. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assessing the impact of organizational change and provide objective proposals and business case analyses related to these changes; prepares special reports, white papers, issues briefs, and decision papers required by leadership; addresses issues which cross functional or organizational lines; reviews information, reconciles conflicting data, and devises new or modified methods to analyze findings; and independently performs a wide range of complex and time sensitive special projects, performing analytical work associated with program planning and organizational activities. OR, Education: Applicants may substitute education for the required experience for the GS 11 position only. To qualify based on education for the GS 11 grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. (TRANSCRIPTS ARE REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. (TRANSCRIPTS ARE REQUIRED) You will be rated on the following Competencies for this position: Administration and Management- Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Analysis and Problem Solving- Applies the process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or recommendation of the preferred solution or course of action. Communication- Effectively expresses information to multiple audiences through clear, convincing oral and written communications; demonstrates logical thinking when describing facts and concepts, and shapes communications to meet the needs of a specific audience; actively listens to others and demonstrates understanding of their comments and/or questions. Planning and Evaluating- Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. Education

At the GS 11 grade you may substitute education for experience as described above. There is no educational substitution at the GS 12 grade level.
