You will serve as a Traffic Management Specialist in the Personal Property Processing Office PPPO Store Front Section of NAVSUP FLC SD GF.

Duties

You will review and finalize DD Form 1299, Application for Shipment and/or storage of Personal Property for member/employee signature and compile all required documents for shipment. You will communicate with members/employees, their dependents or agents to elicit their shipment needs and services desired. You will review orders and determine the extent of entitlements and eligibility for the shipment, drayage, or temporary/non-temporary storage of household goods at government expense. You will perform briefings at the Command level for change of homeport moves and other mass movements.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing traffic management specialist work which requires a practical knowledge of industry practices and procedures for traffic and transportation policies, principles, and methodologies related to the shipment, storage/vendor requirements, inspection/quality control, process improvement recommendations pertaining to household goods (HHG)/personal property (household goods, privately owned vehicles, mobile homes, temporary and non-temporary storage). Examples of specialized experience include the following: 1) Analyze and interpret HHG shipment and storage guidelines, regulations, and requirements in order to provide advisory services to both customers and vendors; 2)Ensure the smooth packing, shipping, storage and delivery of household goods for General/Flag Officers and Senior Executive Service (SES) personnel; 3) Explain shipment and storage options, excess costs, special procedures for shipments under various types of orders, approximate transit time, Transportation Service Provider (TSP) responsibilities, such as claims procedures and other information relevant to the shipment/storage of personal property; 4) Contact Transportation Service Providers (TSPs), local agents, or storage companies for information to coordinate pick-up, delivery, or storage of household goods, and resolve problems; 5) Perform on-site inspections for Blue Bark (deceased members) and Executive Moves, and for "trouble call" shipments when the issue cannot be resolved via telephone; 6) Generate analytical reports, review and analyze data related to transportation/traffic management of HHG/PP and disseminate information to required leadership.. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

You should be in possession of a certificate as Certified Member, American Society of Transportation and Logistics
