This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Head Start (OHS), located in Washington, District of Columbia.

Duties

The incumbent will serve as the Office of Head Start (OHS) Oversight Division Director leading a team on all matters related to recipient oversight and monitoring. As an expert on Head Start Program Performance Standards and the Head Start Act, the incumbent will contribute to the latest substantive thinking in the quality of Head Start programming delivery. Duties and responsibilities of this position include: Overseeing the development of national tools, policies and protocols used to assess Head Start recipient program performance. Providing expert advice and guidance to senior officials on compliance and quality trends and recommending Head Start policy changes, as appropriate. Providing administrative and technical leadership and guidance to subordinate staff. Coordinating and developing collaborative strategies to identify nationwide problems, issues, trends, and changing conditions in service provision which may affect early oversight and monitoring of childhood development services for children served by the Administration of Children and Families (ACF).

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below. Basic Requirement: You must meet one of the items listed below (A, B, or C): A. Possess a 4-year bachelor's or higher degree in behavioral or social science from an accredited college or university; or related disciplines appropriate to the position. (Must provide transcripts) B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript) C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Minimum Qualification: Specialized Experience GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing at least (4) of the (5) duties listed below: Initiating analytic studies and/or dialogue sessions for the purposes of devising strategies for meeting Head Start program goals. Ensuring national Head Start program goals comply with applicable laws and regulations. Directing administrative activities/work of an organization's Head Start programs. Providing policy and/or guidance related to Head Start programs to staff. Developing written products such as position papers, policy instructions, and other written materials on matters related to Head Start policy issues.
