About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12 to 13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.

Duties

Responsible for overall planning (pre-award) and managing (post-award) of CECOM contracts. Conduct and coordinate the planning, development, management, budgeting, acquisition, and implementation of C5ISR contracts. Conduct in-depth review of the contracts for the total lifecycle of a program to include strategy, acquisition plans, Life Cycle Sustainment Plan (LCSPs), solicitations, contracts, and all associated documentation. Prepare input into Solicitation Packages within CECOM and the PEOs/PM. Review the work of team members for technical quality and provide input towards performance evaluations. Advise and instruct team members on technical work matters; provide on-the-job training; and recommend training courses and other development opportunities to meet employee and unit needs. Lead a team of contracting support personnel in pre and post-award processes, serve as the chairperson at In-Process Reviews consisting of technical subject-matter experts, Contracting Officers and Specialists.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Secret Security clearance required.
  • Probationary period may be required.
  • This position requires temporary duty (TDY) travel up to 20% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for PROGRAM MANAGEMENT certification within 60 months as of entrance on duty.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02.
