This position is located in the Bureau of International Narcotics and Law Enforcement Affairs, Executive Office. The primary mission of the Bureau for International Narcotics and Law Enforcement Affairs (INL) is the development of policies and management of programs to combat drug production and trafficking and to combat crime by strengthening law enforcement and other rule of law institutional capabilities outside the United States. 

Duties

Advises, develops, plans, coordinates, and evaluates significant human resources, budget, and management functions for the Bureau of International Narcotics and Law Enforcement Affairs (INL). Recommends new or revised policies, operating procedures, guidance and program changes, and improvements that enhance effectiveness and efficiency of operations in organizations served. Advises key leaders in INL and offices throughout the Department of State concerning significant administrative and management policy and program issues in their organizations. Conducts research and analyses and provides authoritative advice on foreign assistance and guideline interpretation, program planning, and problem solving on a wide range of INL issues. Participates in the development of long-range strategies, establishes priorities, and plans and directs implementation of a broad range of administrative and management programs as mandated by statute, regulation, or Executive Order.

  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing strategies in support of program management initiatives and goals. Experience directing ongoing reviews and assessments of program areas. Experience developing and overseeing the implementation of internal policies, processes, and procedures. There is no substitute of education for specialized experience for the GS-15 position.
