The primary purpose of this position is to serve as first level supervisor, providing planning, directing, organizing, mentoring, and exercising control over nonsupervisory Airway Transportation Systems Specialists (ATSS) assigned to maintain Radar, Airfield and Weather Systems (RAWS) equipment.

Duties

-Plans, organizes, and directs the activities of RAWS maintenance, ensuring that assigned equipment maintenance complies with legal and regulatory requirements and meets customer needs -Exercises supervisory personnel management responsibilities. -Performs review and approval actions for electronics engineering and sub-engineering changes for RAWS equipment as prescribed by the FAA, DoD, or USAF. Participates in project planning and execution for equipment modifications -Represents organization with a variety of on and off-installation and functional area organizations. -Maintains a work center safety program in accordance with USAF Mishap Prevention Program, National Fire Protection Association, and other federal safety rules and regulations

  • Indoor and outdoor work at equipment sites requires frequent walking, kneeling, bending, prolonged standing, working in strained and uncomfortable positions, and lifting/carrying moderately heavy items (15-50 lbs.).
  • Use of both arms and legs is required.
  • Requires CPR certification.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • IAW, DoDI 3020-42, Defense Continuity Programs.
  • Requires knowledge of procedures for storage and handling of hazardous materials.
  • Potential exists for injuries such as electric shock, cuts and bruises, as well as burns caused by electrical or RF energy and soldering equipment.
  • Subject to overtime, telephone standby (on-call), and may be required to work an uncommon tour of duty which may include evenings, weekends, or holidays.
  • This is a Testing Designated Position. The employee is subject to random drug testing.
  • This is a Supervisory Position, a 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support Positions and IOR for Electronic Technical Series 0856. INDIVIDUAL OCCUPATIONAL REQUIREMENT: This series covers technical positions supervising, leading, or performing work involving applying: knowledge of the techniques and theories characteristic of electronics, such as a knowledge of basic electricity and electronic theory, algebra, and elementary physics; knowledge of electronic equipment design, development, evaluation, testing, installation, and maintenance; and knowledge of the capabilities, limitations, operations, design, characteristics, and functional use of a variety of types and models of electronic equipment and systems related to, but less than, a full professional knowledge of electronic engineering. Electronics technicians may have gained experience assisting in work situations including: Maintenance, Installations, Fabrication, Testing and Evaluation/Research and Development, Sustainment, and Troubleshooting. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions. Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of a wide range of electronic principles and practices, operating parameters, capabilities, and limitations of electronic systems associated with air traffic control and weather equipment; and of systems and component design, capabilities, configurations, limitations, and functional operation; and of various types of electronics logic. 2. Ability to modify standard procedures, adapt equipment or techniques, and make departures from previous approaches to solve technical problems or improve system performance for highly complex electronic systems; to trace electronics logic from one system to another; and to establish and maintain effective working relationships to represent the organization in a professional manner. 3. Expert knowledge of the principles of planning, program management, and standard acquisition regulations, practices, and procedures. 4. Expert knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures 5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization 6. Ability to research, evaluate, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
