The responsibility of the position is the investigation, apprehension, or detention of persons suspected of offenses against any criminal laws of the United States.

Duties

If selected for this position as a GS-0083-11 Supervisor Police Officer (Lieutenant) your duties may include, but are not limited to the following: Represents the Division of Police in meetings, conferences, and forums involving local, state, and federal partners, advocating for shared interests and priorities. Mediates conflicts and disagreements that may arise between agencies during joint operations, fostering a spirit of cooperation and problem-solving. Acts as a bridge between different law enforcement entities, working to enhance communication, collaboration, and the overall effectiveness of efforts to maintain public safety and address complex criminal activities. Functions as a central point of contact for communication between DP and external agencies, ensuring that lines of communication remain open, and information flows smoothly to enhance collaboration. Oversee police officer participation and participates in the biosurety program in compliance with ORS Division of Occupational Health and Safety (DOHS) regulations. Performs and supervises responsibilities involving the investigation, apprehension, and detention of persons suspected of offenses against applicable criminal laws and traffic laws. Coordinates and plans special event activities. Coordinates access control to NIH properties. Develop polices and/or procedures for managing police or security services. Provide guidance to Police Officers on laws, regulations, policies, or procedures governing police operations. Manages guard services in accordance with contractual provisions, to provide a safe and secure environment. May be required to perform contract officer representative responsibilities. Conducts inspections of subordinates, equipment, and facilities to ensure compliance with departmental policies and procedures. Establishes priorities to coordinate, plan, organize, and complete work. Responsible for the proper and accurate preparation of all administrative documents. Acts promptly, decisively, and judiciously to analyze facts, make decisions, and/or take corrective action. Assumes incident command and coordinates emergency response to critical incidents. Plans and assigns work to staff based on priorities and schedules, balancing workload, and adjusting schedules and duty assignments as necessary among subordinate staff.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
  • Employment is subject to the successful completion of a background investigation, verification of qualifications, completion of onboarding forms, submission of required documents, and any other job-related requirement before or after appointment.

  • Males born after December 31, 1959 must be registered with the Selective Service.
  • If selected, you must pass a pre-employment medical examination, psychological examination, provide evidence of immunization, and be free from communicable diseases.
  • This position has on-call or call-back requirements and nights, rotational shifts, weekends, and holidays hours. Overtime on an emergency basis.
  • If selected, you must possess and maintain a valid motor vehicle license or must be able to obtain a valid driver before a final offer of employment.
  • If selected, you must be able to obtain and maintain a Top Secret Security Clearance.
  • If selected, may be required to use protective clothing. The selectee will be required to wear a uniform.
  • Criminal history background checks are a required for this position.
  • This position is subject to the Lautenberg Amendment Gun Control Act of 1968, as amended, which prohibits access to firearms by people convicted of crimes involving domestic violence or any felonious act.
  • You must have reached your 21st birthday prior to an initial Federal Police Officer appointment.
  • If selected for this position, you will be expected to travel 12 weeks for initial entrance level training at Federal Law Enforcement Training Center (FLETC). FLETC may be waived for eligible candidates.
  • If selected will be required to obtain and maintain a CPR and First Aid Certification.
  • If selected, you must be able to lift and move heavy items weighing 50 lbs. or more.
  • If selected, you must be able to work outdoors under all weather conditions.
  • This is a Testing Designated Position.
  • Incumbent must submit to and successfully pass an urinalysis drug screening prior to appointment. The Incumbent will also be subject to unannounced random drug testing for the duration of their time in this position.

Qualifications

You qualify at the GS-11 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-10 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) performing law enforcement duties that deal with investigating, apprehending, and detaining persons suspected of criminal law offenses; 2) providing guidance on law enforcement and security policies and procedures; 3) performing various administrative functions to include reviewing and preparing police activity reports and correspondences; and 4) supervising and providing guidance/direction to law enforcement personnel at various levels on duties. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
