This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The duty location for this position is at Fort McNair, Washington, DC and may have additional duties at Joint Base Myer-Henderson Hall, VA.

Duties

Serves as the working leader of three or more employees in the accomplishment of trades and labor work. Concurrently with leader work, performs work which is identical to that of the employees being lead. Uses well-seasoned trades skills to independently assess and determine the extent of necessary repairs to facilities and buildings. Plans the work and independently determines the materials, tools and techniques needed for accomplishing painting projects. Installs, maintains, and repairs a variety of makes, models, and types of major appliances such as electric and gas ranges, refrigerators, dishwashers, automatic clothes washers, and dryers. Makes repairs to component elements of sewer, waste, water, oil, gas, disposal, chill water, hot water, low steam, and fire sprinkler plumbing systems in buildings and houses. Operates various electric resistance welding machines and/or uses a manual gas torch welding process to join a variety of different kinds of parts or components to carry out standard, previously done welding operations. Performs maintenance and repair work on building wiring, street wiring, and standby generators. Constructs and repairs a full variety of cement and concrete surfaces and structures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • The duty location for this position will be at the following locations: Fort Lesley J McNair, Washington, District of Columbia and Joint Base Myer- Henderson Hall, Virginia.
  • This position requires frequent lifting and carrying of items that weigh 50-100 pounds.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • The work required frequent climbing, reaching, bending, stooping, pushing, pulling, stretching, and walking. Some work is performed from ladder scaffolds which require overhead work in stretched, cramped, or awkward positions.
  • This work is performed in all types of weather conditions including dust, wind, heat, rain and freezing temperatures.

Additional information about transcripts is in this document. Minimum Qualifications: Ability to do the work of a Maintenance Mechanic Leader without more than normal supervision. Maintaining and repairing heating and cooling systems; repairing and/or replacing ceiling and floor tiles; repairing and adjusting doors and door frames; replacing and/or repairing window and window frames; painting, spackling holes and cracks; plumbing, unclogging drains, urinals, toilets, sinks; performing maintenance and repair work on building wiring, and street wiring; changing fuses, replacing light switches and electrical outlets. I have leaded diverse groups of skilled and unskilled laborers in accomplishing a variety of maintenance mechanic trades and labor work. - Failure to meet this Screen out Element will result in an ineligible rating. You will be evaluated on the basis of your level of competency in the following areas: Carpentry/WoodworkingElectricalLeadershipPainting Physical Effort - The work requires frequent climbing, reaching, bending, stooping, pushing, pulling, stretching, and walking. Some of the work is performed from ladder scaffolds, which require overhead work in stretched, cramped, or awkward positions. Army movement is considerable when nailing, mortaring, grouting, painting, and using such tools as handsaws, trowels, paint brushes, and planers. There is frequent lifting and carrying of items that weigh 50-100 pounds. Some of the work requires that the employee handle, with the use of a hand truck, items weighing up to 300 pounds. Working Conditions - Work indoors and outdoors in all types of weather. Subject to falls, cuts, burns, bruises, broken bones, or other serious injury. Subject to extremes of weather including dust, wind, heat, rain, freezing temperatures, etc. May occasionally work at heights over 100 feet, which are compensated by hazard duty pay. There is danger of falling from scaffolds, ladders, lowers up to 100 feet tall, and danger from flying splinters, chops, ceramics, glass, etc. There is frequent exposure to noise from various hand power tools. Work is done in areas that vary from "clean rooms" to areas that are noisy, dirty, and smoky. There is the possibility of exposure to fumes, infrared and ultraviolet radiation, heat, flying sparks, the glare of torches, and heated materials, the possibility of eye injury, electrical shock, as well as discomfort when wearing protective clothing, gloves, flash shield, or eye goggles. Some work exposes the worker to floor and deck surfaces, which are sometimes uneven, oily, and slippery. Subject to emergency call back after normal duty hours and on weekends and scheduled overtime requirements which are compensated by premium pay. May require use of protective clothing or equipment as authorized by the WSMR Safety Office. Requires the possession of a valid drivers license to perform incidental driving to and from actual work sites. Requires attendance and completion of various vehicle-driving courses.
