The position is assigned to the Business Office of the Eastern Oklahoma Health Care System and performs a broad range of administrative duties to support Veteran Benefits and registration and intake activities within the Medical Center.

Duties

MAJOR DUTIES AND RESPONSIBILITIES Serves as the Veteran's initial contact within the Medical Center and performs multiple duties related to the enrollment and eligibility determination of Veterans Responsible for performing work to support the Enrollment Coordinator/Supervisor to include all administrative processes, health benefits eligibility determinations, and all aspects of the health benefits package. Performs technical activities involved with screening, processing, and assisting Veterans, non-Veterans, and beneficiaries seeking multiple medical treatment benefits. He/She required to stay apprised of all new acts, laws, regulations that are applicable to enrollment of the Veteran. Reviews and processes new and recurring applications for medical care (e.g., Dental, Behavioral Health, Geriatrics and Extended Care, Diagnostic and Therapeutic, etc.) through applying the appropriate regulatory authority to each program. Processes re-enrollment and assists Veterans in changing facilities if necessary. Works with Veterans Health Information Systems Technology enrollment software. Assists leadership in creating and revising program materials (i.e., Standard Operating Procedures (SOPs), Station Policy, etc.) Clinic Scheduling provides follow up with the PCMM coordinator for assignment to the Primary Care team after initial appointment is scheduled. Provides input during team meetings to assist in resolving problems pertaining to enrollment issues Monitors enrolled patient database information to perform updates to health insurance data, income assessments for the Means Test and Pharmacy Co pay Exemption programs. Administrative Support Performs program support work such as collecting, researching, and tracking data and program information. Performs educational briefings and presentations for military units, Veterans, Veteran Service Organizations, community partners, and the general public. Generates, processes, and tracks Veteran photo identification cards utilizing the VIC (Veteran Identification Card) national electronic system. Assists MSA staff with loading VA Registry exam requests and traveling Veterans into database upon check in. Reviews scheduling data Collaborates with clinical staff and other stakeholders Participates in leadership-instructed studies which may require, statistical measurement, data analysis, and report preparation Reviews data and information for all incomplete means tests, completed means tests, EGT Impact, Upcoming Appointments without Enrollment, Preregistration Audits, and inconsistency/error reports. Responsible for Decedent Affairs duties through advising surviving relatives of burial benefits and other potential benefits provided by the Department of Veterans Affairs, reviews eligibility and entitlement of burial and death allowances, and assists in the process for applying for those benefits. Provides advisory and technical assistance; prepares forms and paperwork required to release the deceased remains to the selected funeral home; ensures all documents are signed by both staff and funeral home representative Assists the Decedent Affairs Program Coordinator in researching all death notifications before forwarding for death entry to be made in the Enrollment System (ES) Work Schedule: Full Time, Monday - Friday 8:00 am to 4:30 pm Position Description Title/PD#: Health Benefits Assistant/PD14156A and PD14155A Physical Requirements: This is primarily a sedentary position, but work requires some walking, bending, stooping, and carrying light objects such as manuals, documents, etc. Works in an office/clinical setting. Work areas are generally adequate and shared. Travel to outlying Community-Based Outpatient Clinics (CBOCs) and community outreach events is required. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Comprehensive knowledge of pertinent laws, federal regulations, polices guidelines, VHA directives, handbooks, and procedures relating to Veteran's benefits to ensure that all Veterans, patients, potential beneficiaries, staff, and other stakeholders are accurately informed and efficiently enrolled. Comprehensive knowledge of Eastern Oklahoma VA Healthcare System memorandums, administrative procedures and processes, standard operating procedures, internal policies, and other guidance related to such areas as eligibility for VA medical benefits, non-VA care eligibility, outpatient programs, patient scheduling, admissions and discharges, patient transfers, VA healthcare network capabilities for patient referrals and transfers, employee health, beneficiary travel, inpatient and outpatient statistical reporting, and others related Medical Center organization and administration. Comprehensive knowledge of Eastern Oklahoma VA Healthcare System memorandums, administrative procedures and processes, standard operating procedures, internal policies, and other guidance related to such areas as eligibility for VA medical benefits, non-VA care eligibility, outpatient programs, patient scheduling, admissions and discharges, patient transfers, VA healthcare network capabilities for patient referrals and transfers, employee health, beneficiary travel, inpatient and outpatient statistical reporting, and others related Medical Center organization and administration. Comprehensive knowledge and the ability to use several computer systems, (e.g., VistA; HEC Enrollment System Expansion, CPRS, VIS, VBMS, SHARE, , etc.), and the requisite knowledge for using multiple menu options within those systems. Including knowledge of varied functions of computer spreadsheets, database computer applications, etc. to produce and maintain a wide variety of documents. Working knowledge of spelling, grammar, and proper formatting of formal correspondence in response to inquiries, reports, audits, etc. Ability to participate in studies which may require, statistical measurement, data analysis, and report preparation using databases and dashboards. Prepares reports as required and makes reasonable recommendations for system or process improvement. OR Education: Applicants may substitute education for the required experience. To qualify based on education for the GS-05 grade level you must have 4 years above high school. OR Applicants may also combine education and experience to qualify at the GS-05 level. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements at grades GS-5 and below GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no educational substitution for the GS-06 level.
