This position is located at the West Palm Beach VA Medical Center in West Palm Beach, FL. The position is responsible for the oversight and successful implementation of all construction non-recurring activation.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but are not limited to, the following: Leads a multidisciplinary Integrated Project Team (IPT), which must formulate activation budgets and their respective schedules and identify key milestones to successfully execute equipment, furniture, and fixtures (EF&F) project activations; Tracks and monitors all ongoing and future projects; Develops and executes the EF&F activation process and the associated portfolio management; Manages multiple activation projects concurrently and identifies all resource requirements in advance; Plans and coordinates capital equipment, all non-recurring EF&F activities, warehousing, staging and the eventual installation of all VA furnished VA installed (W) and VA furnished/Contractor installed (VC) non-recurring activation items; Formulates transition budgets, creates phasing and transition plans, and facilitates ongoing communication and coordination with the Office of Construction and Facilities Management; Completes qualitative and quantitative analyses; Develops executive level reports and presentations; Performs other duties as assigned Work Schedule: Monday-Friday; 7:30am-4:00pm Recruitment & Relocation Incentives: Not authorized Critical Skills Incentive (CSI): Not approved Financial Disclosure Report: Not Required

Qualifications

To qualify for this position, you must meet one of the following criteria: SPECIALIZED EXPERIENCE: One (1) year of specialized experience equivalent to the next lower grade level (GS-9) in Federal Service that has equipped you with the knowledge, skills, and abilities necessary to perform the duties of a Program Analyst, GS-11. Specialized experience includes assisting in the application of qualitative and quantitative analysis methods and techniques to issues or studies concerning the efficiency and effectiveness of specific renovation projects; developing workflow analysis supporting engineering department work objectives; developing project activation schedules; and suggesting design modifications to drawings utilizing space management planning. NOTE: Your experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~ SUBSTITUTION OF EDUCATION: Three (3) full years of progressively higher-level graduate education or doctoral degree (Ph.D. or equivalent) related to this position. This education must have been obtained at an accredited college or university. NOTE: You must submit a copy of your transcript with your application. Education cannot be credited without documentation. ~OR~ COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combination of successfully completed higher level graduate education and specialized experience, as described above, which meets the total experience requirements for this grade level. Physical Requirements: The work involves inspections and surveys of construction sites with a need for physical agility to access unfinished buildings and wear personal protective equipment (PPE). The incumbent must have the ability to work within an environment of conflicting deadlines and shifting priorities. Work is typically performed in an adequately lighted and climate controlled office; however, duties may require limited travel and access to construction sites, other VA facilities, and outlying clinics.
