This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Program Analyst, NH-0343-03 position is located in the U.S. Army Communications Electronics Command, for Resource Management G8 Office of the G8 Audit Compliance and Policy Office (ACPO), at Aberdeen Proving Ground, Maryland.

Duties

Develops and issues detailed audit preparation methodologies, guidance, and improvements. Serves as an audit readiness program analyst responsible for successful implementation of all requirements related to Security Assistance Account (SAA) audit assertions. Experience in Foreign Military Sales (FMS) and Audit Readiness efforts. Oversees the adequacy of financial, operational, and financial system processes that impact financial statements and operations.

  • DoD Financial Management Level 2 certification within 24 months
  • DoD Security Cooperation Workforce (SCW) Intermediate Level 2 Certification within 36 months

Qualifications

I have one year specialized experience equivalent to the NH-02 or GS-11 grade level or equivalent pay band in the Federal service that includes: (1) Experience providing technical oversight of all audit readiness functions for an organization; (2) Performing reviews of audit samples for accuracy, completeness, and effectiveness; and (3) Developing Standard Operating Procedures to ensure audit compliance. You will be evaluated on the basis of your level of competency in the following areas: AuditingFinancial Management AnalysisFinancial ReportingFinancial Stewardship
