The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 502 Force Support Squadron Youth Programs.

Duties

Plans, organizes, and directs the activities of 502d Force Support Squadron, ensuring that Youth Programs complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents Youth Programs with a variety of installation and functional area organizations. Serves as the installation SME (Subject Matter Expert) for youth development and recreational industry trends to provide engaging programs for teens and installation community. Administers Teen Center resource program which include expenditures required to conduct the youth and teen programs.

  • Incumbent must be able to obtain Food Handler’s, First Aid, and Cardiopulmonary Resuscitation (CPR) certifications and complete additional training requirements.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. CON'T

  • Requires an in-depth knowledge of youth development, education theory and practice, recreation, and program planning.
  • Incumbent may occasionally be required to work other than normal duty hours to include weekends, holidays and evenings. Incumbent may be required to work a split shift to meet supervisory or program requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management position, Series 0188. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of activities and services, or participant interests and needs, and of the methods and processes involved in a teen program and the skill to use this knowledge to plan and conduct an enhanced variety of youth activities and services. Knowledge of the procedures and ability to recruit, screen and train volunteers to support the teen activities. Skill in the effective management of financial, physical, and human resources associated with the teen programs. This position is considered a supervisory position and serves as a first level supervisor Teen Program Coordinator. OR EDUCATION: Must have successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of youth development, education and recreation principles, concepts, methods, and techniques to include physical, emotional, social, and cognitive development. 2. Knowledge of and the ability to interpret and apply laws and regulations governing the administration and management of a Teen Center to include regulatory requirements, policies, and practices. 3. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain relationships with children/youth and parents. Along with the ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resource. 4. Skill in effectively organizing and utilizing community resources within the program framework to augment the program to meet installation objectives. 5. Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques. 6. Knowledge of personnel management principles, policies, practices, and procedures to include the ability to adjust work operations to meet emergency, changing program or production requirements within available resources and with minimum sacrifice of quantity or quality of work. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
