The Assistant Secretary of Defense for Acquisition (ASD(A)) is responsible for advising the Secretary of Defense, Deputy Secretary of Defense, and the Under Secretary of Defense for Acquisition and Sustainment (USD(A&S) on matters relating to acquisition and the integration and protection of technology that enable capability for the warfighter. The ASD(A) is responsible for Department policies and procedures governing the Department's procurement and acquisition process.

Duties

This Public Notice is to gather applications which may or may not result in a referral or selection. This position is being filled under Direct Hire Authority (DHA) in accordance with USD(P&R) memo of APR 02 2020, Direct Hire Authority for Certain Personnel of the Department of Defense, Title 5, United States Code, Section 9905. Per 3. Covered Positions c. Positions in the acquisition workforce that are responsible for managing any services contracts necessary to the operation and maintenance of programs in the DoD and Positions in science, technology, engineering, or mathematics, including technician positions, within the defense acquisition workforce, or any category of acquisition positions within the DoD designated by the Secretary as a shortage or critical need category. Incumbents typical work assignments may include the following: Position reports directly to the Director, Nuclear Command, Control, and Communications (NC3). Serves as NC3 Program Analyst and is responsible for developing, analyzing, coordinating, and recommending Directorate, Office of the Deputy Assistant Secretary of Defense for Strategic, Space, and Intelligence Portfolio Management (ODASD(SSIPM)), ASD(A), and OUSD(A&S) positions and views for NC3 Enterprise Capability Portfolio Management. Additionally, is responsible for NC3 Enterprise Capability Portfolio Management and Resources and related activities, which include: Responsible for the technical direction and management of a division consisting of ten government and contractor personnel. Serves in this position under the general direction of the Director, Nuclear Command, Control, and Communications (NC3). This direction may take the form of analyses and assessments of NC3 capability and interoperability shortfalls, NC3 strategy and policy initiatives, doctrinal issues impacting NC3 modernization, NC3 portfolio gaps, NC3 budgetary investments, technology transition readiness, NC3 portfolio security and protection options, and tailored acquisition outcomes for selected NC3 portfolio subsets. Prepares formal briefings, analysis results, and recommendations to various OSD offices, the Joint Staff, military Services, Combatant Commands, the Intelligence Community, Combat Support Agencies, and industry. Leads working groups and functional teams of members from across the DoD to conduct assessments and analyses, and to develop of recommendations.

  • This position may require travel away from your normal duty station on military or commercial aircraft.
  • DAWIA (Back to Basics) Certification: Position requires DoD Acquisition Program Management, Level 2 Practitioner acquisition certification.

Read more about what should I include in my federal resume? at https://www.usajobs.gov/Help/faq/application/documents/resume/what-to-include/ In addition to meeting qualification requirements listed below, your application package must reflect the applicable education to meet the Individual Occupational Requirements for the 1515 series, as follows: A Bachelor's degree in Operations Research; OR A Bachelor's degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Transcripts must be included in the application package. You may qualify at the NH-04 (GS14/GS15) level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service (experience may have been gained in the private/military sector) that demonstrates your ability to: Oversaw activities, processes, and procedures for using the Nuclear Command, Control, and Communications (NC3) system (e.g., warning satellites and radars; communications satellites, aircraft, and ground stations; and fixed and mobile command posts) to enable situation monitoring, decision making, force direction, force management, and/or planning. Managed a portfolio of programs through the acquisition life cycle to determine costs, schedules, and technical risks to balance requirements, funding, acquisition strategies, and execution requirements to successfully enable delivery of capabilities to the warfighter. Formulated written reports, utilizing the legislative process, mission, statutory regulations, policy directives and issues facing a nuclear, command, control and communication system enterprise to ensure compliance and/or provide information/recommendations to guide senior leadership decision making. Coordinated and collaborated with enterprise stakeholders to achieve necessary program balance of requirements, funding and acquisition strategy, and execution to enable delivery of capability to the warfighters. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualifications and education requirements must be met by the closing date of this announcement and clearly documented in your resume.

Education

REQUIRED: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Education can not be substituted for experience.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study
