The position is located in the Office of the Chief Economist (OCE), Office of the Secretary, U.S. Department of State, located in Washington D.C.  OCE is a small, collaborative office in which you will serve as a Research Economist and action officer at the leading edge of the world's most complex and critical economic challenges!  You will be responsible for performing economic research in the development and implementation of a wide range of strategic international economic policy issues.  

Duties

Monitors, reviews, and prioritizes information and economic developments and trends to gauge the effectiveness of, and facilitate, efforts to achieve U.S. foreign policy objectives as assigned. Analyzes economic, political, and other reporting from a wide variety of sources that include U.S. missions, non-governmental organizations, and electronic and print media within the topics of interest to understand the current situation. Responsible for preparing briefings, talking points and providing oral briefings on economic topics, potentially in coordination with other Department bureaus and offices. Offers their insights into foreign economic affairs and makes recommendations. Provides expert analysis of economic, strategic, and security concerns that attach to geo-economic issues, such as global capital flows; international markets; economic sanctions; energy and natural resources; trade and investment policies. Independently performs all of the steps necessary to collect relevant economic data from primary sources, conducts statistical data analyses and modeling, and reviews analytical results for accuracy and completeness.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must meet ONE of the required basic entry qualification requirements described below: BASIC REQUIREMENTS: Have an undergraduate or graduate degree from an accredited college or university in economics, that INCLUDED at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus; OR Have a combination of education and experience where my coursework was equivalent to a major in economics, as shown in Choice 1 Above, PLUS appropriate relevant experience or additional education; OR Have a combination of education and experience where my coursework was equivalent to a major in economics, (as shown in above), PLUS appropriate relevant experience OR additional education. Examples of qualifying experience include: (a) individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; (b) supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or (c) teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems. IN ADDITION to meeting one of the basic entry qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-12 level in the Federal service. Qualifying specialized experience must demonstrate the following: Experience applying knowledge of the concepts and principles of economics, including the fields of macroeconomics, trade, finance, development, innovation, and/or the environment to draft analysis reports. Experience independently collecting relevant economic data from primary sources, conducting economic and statistical data analyses and modeling, and reviewing analytical results for accuracy and completeness. Experience performing mathematical and statistical analysis in programs such as Excel, Python, STATA, and R software.   Experience utilizing data visualization software such as Tableau to prepare graphic/visual data presentations at an advanced level.  Experience in developing expert economic policy recommendations and identifying their potential tradeoffs and adverse consequences.  Note: All applicants MUST submit transcripts as verification of educational requirement by the closing date of this announcement.
