The primary purpose of this position, as an Air Reserve Technician, provide ground and flight training instruction for developing, upgrading, and evaluating the skills of aerial refueling aircrew members; perform aerial refueling technician duties on missions; and to assist the pilot in the operation of the aircraft by performing duties associated with loadmaster, flight engineer and navigator positions.

Duties

Develops and provides technical aerial refueling technician upgrade and proficiency training/instruction to Reserve aircrew members and ART personnel. Provides ground and flight training instruction for developing, upgrading, and evaluating the skills of aerial refueling aircrew member. Conducts in-flight, classroom and on-the-job training of Reserve and ART aerial refueling technicians. Directly assists the pilot in loading data into Inertial or Global Position systems and Flight Management System Computer. Performs aerial refueling technician duties on assigned missions. Performs in-flight refueling aircrew duties. Performs in-flight operational check of air refueling systems. Keeps tanker pilot informed as to progress of air refueling operations. Monitors control panel for proper operation of equipment during air refueling and advises receiver pilot of actions required to safely maintain position within the air-refueling envelope. Visually monitors aircraft clearances (interior and exterior), identifies proximal threats to the aircraft and initiates corrective actions (aircraft scanning). Performs emergency operations and procedures as required for emergency off-load and on-load of fuel. Receives cargo/passenger load briefing and reviews load plan and cargo documentation. Accomplishes preflight and post-flight records and reports. Determines cargo restraint requirements according to criteria and directs and checks the application of cargo restraint equipment. Accomplishes passenger briefings to include the use of emergency equipment, evacuation procedures, and border clearance requirements. Demonstrates the use of passenger emergency oxygen systems and life vests.

  • Position may require incumbent to Fly in military and/or commercial aircraft in the performance of temporary duty (TDY) assignments
  • Required to meet and maintain Air Force Reserve requirements. Incumbent's regular assignments are primarily ART duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities
  • Position will require a background security investigation to determine suitability for employment and a Top security clearance. Must obtain and retain Top security clearance.

  • Position is designated as Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied is a TDP.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify, you must meet the experience requirements described in the Supplement to Qualification Standards for Air Reserve Technicians (ART) August 2017, AERIAL REFUELING TECHNICIAN (Instructor), GS-2185-10. No specific length of experience is required. The qualifications of Aerial Refueling Technician are directly related to the completion of prerequisite training rather than years of experience. Applicants for all positions must have logged the minimum number of hours indicated below in the performance of Aerial Refueling Technician duties. Applicants must have been qualified as Aerial Refueling Technician within 8 YEARS of the date of application. Applicants for Aerial Refueling Technician (Instructor) positions must be within the past 8 YEARS instructor or examiner qualified in the specific type of aircraft. Flying Hour Requirements, Aerial Refueling Technician (Instructor) GS-10: Must have been awarded or qualify for a Career Enlisted Aviator (CEA) Air Force Specialty Code (AFSC) and hold a valid aviation service aeronautical order. Must be currently qualified as Instructor in KC-135 tanker Mission Design Series (MDS) and have a minimum of 500 Total Military Flight Time. NOTE: Candidates establishing eligibility based on military flight experience must provide official orders, forms, or logbooks showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also acceptable, e.g., an Airline Transport Pilot Certificate. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of aerial refueling capabilities of KC-135 and aerial refueling data for all authorized receiver aircraft. Knowledge of a wide variety of systems and components critical to the performance of the aircraft such as propulsion, electrical, hydraulic, environmental, etc. Knowledge of the theory of weight and balance; aerial refueling and restraint; mathematics; aircraft refueling and cargo systems/ equipment; load planning; current flying directives, and applicable publications; border clearance requirements and forms; hazardous cargo handling and placement procedures; life support and passenger requirements; and egress /survival procedures. Knowledge of the methods of instruction, aircrew training program requirements, procedures, and standards of performance; and skill to apply this knowledge in planning, developing and executing unit training/evaluation programs. Knowledge of techniques and sources of data for fuel planning, and skill to determine fuel requirements, monitor consumption in flight, and analyze engine performance. Knowledge of traditional navigational duties to include, COMSEC training, Mode 4, GPS key encode/decode, KY-28 SECURE VOICE, decode Emergency Action Message (EAM) during SIOP alert and EWO posturing. Knowledge of Terminal Enroute Procedures (TERPS) providing primary safety monitor duties during takeoff/approach and monitors Air Traffic Control (ATC) clearances during approaches, departures, altitude assignments, and terrain clearances, able to ascertain deviation and apparent errors impacting safety of flight. Skill to perform preflight checks and inspections. Ability to communicate orally and in writing to prepare lessons, documents and reports, present training and/or instruction and brief passengers and crews. Other conditions of employment Position is obligated: an obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances. When a position is obligated to an employee it means that he/she has entitlements to that position. During the obligation period, the manager has the option of filling the position on a temporary or permanent basis. In filling the obligated position, the selected employee is required to sign an agreement acknowledging that he/she is aware of the obligation and accepts the fact that he/she may be displaced under reduction in force procedures at a later time. Must attain and maintain mission-ready status at the appropriate crew qualification level in the unit's assigned aircraft. Periodically, as prescribed by regulations, must take and pass written and in-flight standardization/evaluation examinations to include random no-notice evaluations. The incumbent is exposed to physiological hazards of flight plus physical and psychological demands of routine lengthy missions (up to 18 hours duration), must work in confined, hazardous noise areas, is subject to inclement weather during ground operations and dangerous environmental conditions during flight, and may operate in austere location. May be required to maintain flight examiner qualification. Periodically, as prescribed by regulations, must take and pass written and in-flight standardization/ evaluation examinations to include random no-notice evaluations. Required to maintain proficiency in the use of firearms. As prescribed by regulation, may be required to carry and use a concealed weapon while performing aircrew related duties. The position requires good judgment, patience, tact, and a desire to instruct. May be required to perform duties of sky marshal. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
