This position is part of the Office of Energy Efficiency and Renewable Energy - Headquarters, Department of Energy. As a Management and Program Analyst, you will be providing support to the Director of the Workforce Management Office on an array of high level written communication activities.

Duties

As a Management and Program Analyst, you will: Serves as a Diversity, Equity, and Inclusion and Accessibility (DEIA) coordinator and advisor for organization, by spearheading initiatives; analyzing demographics data to direct priorities; actively participating on Department-wide DEIA working and task groups. Serves as an analyst and/or advisor to senior program officials with responsibility for analyzing and evaluating a major mission-critical program and its operations or a DOE-wide functional program office with impact across field components. Develops, manages, and maintains assigned programming data/information systems. Interprets, reviews, and analyzes broad policies, regulations, procedures, and system(s) requirements developed or issued by higher authority to determine their impact on operations of the assigned program or function and is responsible for their effective application, adapting and implement them as needed to reflect the needs of the assigned area. Analyzes management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology. Additional duties include: Develops, implements, evaluates, and monitors procedures and polices for process improvement and best business practice goals. Ensures proper data review, analysis, input and quality assurance of Workforce Management Office (WMO) produced deliverables. Ensures all produced products are designed to easily share findings with Office of Energy Efficiency and Renewable Energy (EERE) senior leadership. Supports WMO managed Operations Dashboard activities to ensure deliverables, timelines and outputs are met according to agree upon schedules and are aligned with EERE leadership goals and desired outcomes.

Requirements

  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
  • This position is included in a Bargaining Unit.
  • This position is a time limited appointment not-to-exceed two years, which may be extended to additional 2 years.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 level. Specialized experience for this position is defined as meeting ALL of the following: Interpreting laws and regulations on Diversity, Equity, and Inclusion and Accessibility (DEIA) to establish DEIA program policies, procedures or metrics. Analyzing policies and workforce data to provide advice on DEIA related management priorities, strategic plans and policies. Utilizes qualitative or quantitative methods to evaluate the effectiveness of DEIA activities. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher). You must meet all qualifications and eligibility requirements by the closing date of this announcement.
