The primary purpose of this position is to serve as PACAF Flight Management Specialist, the focal point of the Integrated Flight Management (IFM) process. Responsible for detailed flight planning, coordinating, managing, flight following and execution of unconventional and complex Special Airlift Missions (SAM), Special Assignment Airlift Missions (SAAM), (cont. below)

Duties

Accomplishes detailed Flight Planning. Plans, produces, files (with FAA/ATC) and transmits electronic flight planning products necessary to execute air mobility mission supporting JCS, DoD, or non-DoD agencies, (cont. below) typically characterized as unpredictable and unconventional. Flight follows assigned missions to completion. Pro-Actively flight follows, monitors and tracks status of all air mobility missions in the area of responsibility utilizing the appropriate MDS aircraft communication hardware, web-based application. Resolves operational issues affecting unconventional and complex mission legs, and evaluates the mission impact of delays and/or cancellations. Keeps AMD senior staff members and/or higher-graded personnel apprised of current/projected status and developments of assigned missions. Serves as a lead subject matter expert advising senior AMD and 613 AOC staff on a variety of airlift and air refueling operational issues. Develops, analyzes, evaluates, and maintains air transportation metrics.

  • This position is subject to provisions of the DoD Priority Placement Program
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Successful completion of recurring proficiency training within established timelines as required by the FAA, USAF, and local policy. Evaluations may be written, verbal, or operational demonstrations in live or simulated flight manager environments.
  • Flight managers will possess a current, FAA approved dispatcher's license.
  • Familiarization with C-17/C-130/KC-135/C-40 and C-37 aircraft capabilities, performance, configuration, limitations, etc. is highly desirable.
  • Disclosure of Political Appointments
  • TDY (temporary duty) travel may be required. TDY may require the use of regularly scheduled military or commercial transportation.
  • Current or recent rated (pilot, navigator) operations experience is highly desirable.
  • Minimum 5 years of aircraft dispatching or 10 years of Pacific Theater operations experience desired.
  • Superior Qualifications may be authorized upon request
  • Eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice. Hawaii 2023: A Cost-of-Living-Allowance (COLA) of 9.28% will be added to the stated salary.
  • This is a Key Position. Incumbent(s) must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Specialist Series, 2101. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the transportation function(s) of the position to be filled; knowledge of PACAF and AMC command and control operations to include the TACC, AMD, and enroute locations; knowledge of the command organization and the work processes of associated air transportation programs as they are integrated throughout the command at each air base or mission location; knowledge of DoD/JCS/Air Force air transportation directives, regulations, policies, and procedures to plan and manage air transportation systems and/or services to satisfy user requirements; knowledge of operations, practices, and policies command's functional activities to develop, integrate, and coordinate transportation plans and missions; knowledge of the command's air transportation operations, plans, concepts, policies and missions worldwide and status of the world's international political military relations regarding AMD/AMC missions to ensure adequate force protection. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of 613 AOC AMD mission execution and the daily challenges of managing operations, policies, practices, and procedures. 2. Knowledge of various factors involved in total flight planning, such as the enroute mobility system, locations, capabilities, restrictions, and unique limitations; aircrew flying limitations and crew rest requirements; and aircraft systems, performance capabilities, and limitations. 3. Knowledge of air transportation directives, plans, regulations, techniques, systems, and processes. 4. Expert knowledge of various computer systems and applications that pertain to transportation operations and those systems required to perform the work. 5. Knowledge of flight operations, instrument flight rules, Federal Aviation Regulations, airfield information and restrictions, enroute supplements; i.e. runway length, load bearing capability, type of fuel available, etc. 6. Knowledge of Major Weapon System instructions and regulations, Flight Information Publications (FLIP) documents, Foreign Clearances Guide, worldwide route planning, international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts, airways and flight safety issues. Skill and ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
