If selected, you will serve as a Financial Technician on the Financial Operations Services Team, Minneapolis Accounts Payable Branch, Financial Management Division, Marketing and Regulatory Programs Business Services. The Accounting and Payments Team is the focal point for advisory and operational services to APHIS field and headquarters offices.

Duties

The duties may include, but are not limited to: Review, analyze, and process both obligation and payment documents using the agency financial system. Perform duties as Data Entry Operator for payments processed in Secure Payment System. Prepare fiscal documents for data entry into the agency financial system. Processes vendor modifications in the system and monitors the status of these modifications. Enter obligation and payment information into the financial system. Run accounting reports for assigned program activities. Communicate orally or in writing with vendors, contractors, cooperators, employees and other payees to answer inquiries. Provide technical advice to Agency budgetary, fiscal and procurement personnel in the preparation and processing of obligation and payment documents.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, as well as specialized experience and/or education, as defined below. FOR THE GS-5 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-4 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Computer systems and software applications, such as financial software, Email, Excel, Word, and the internet. Demonstrating strong attention to detail with a high degree of accuracy in working with numbers. Teamwork and customer service. OR 4 years of successfully completed education above the high school level; OR equivalent combinations of education and experience are qualifying for this grade level. TRANSCRIPTS are required if: You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-5 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
