This position performs a variety of complex research reporting and financial functions for Health Services Research and Development (HSR&D) at VA Ann Arbor Healthcare System (VAAAHS). HSR&D is a Center of Innovation (COIN), which is one of nineteen COINs supported by the Department of Veterans Affairs. Each Center serves as a VA-wide resource on research issues in particular focus areas.

Duties

Interagency Personnel Agreements (30%) Coordinate with outside agencies to establish interagency personnel agreements/contracts between AAVA and affiliates Determine and provide appropriate personnel costs for agreements Acts as subject matter expert on regulations impacting IPAs, providing advice to key personnel at affiliate agencies on government regulations pertaining to the agreements, and drawing attention to staff-specific rules and regulations Agreements will cover both VA staff working on projects for affiliate agencies, and affiliate staff working on VA projects. Financial Management Activities (30%) Will be responsible for approving travel requests in Concur Travel System and will provide guidance to the HSR&D Program Support Assistant Travel Clerk regarding appropriate selection of Control Points for traveler costs. Will be responsible for Travel Fund Control Points and will work closely with HSR&D Administrative Office to ensure accurate accounting and correct year-end reporting of Travel distributions and expenditures (approximately $1 mil annually). Reviews all invoices in IPPS in order for Sr. Budget Analyst and/or Administrative Officer to certify. This entails reviewing IPAs and contracts to ensure accurate billing and contacting vendors when discrepancies are identified. Assist Sr. Budget Analyst and Administrative Officer with All Other accounting and ledger maintenance (approximately $2.5 mil annually). Time Keeping (20%) Provide Training to new and existing employees on how to properly submit leave requests Review and validate timecards each pay period Coordinate with AO, Budget Analyst, Supervisors, and others to resolve any discrepancies such as leave, schedules, etc. Laisse with payroll as needed to resolve any pay issues Acquisition and Contracting (15%) Purchase card holder and complies with all the acquisition regulations. Processes/approves 2237s, 1358s and invoices, including verifying accuracy with other research staff and certifying in the VISTA system and US Bank. Maintains certification as a COR Level II and participates on the HSR&D COR Team. The COR Team lead will assign incumbent contracts for acquisition of supplies, equipment, leases and services as requested by investigators and project managers. Incumbent maintains automated suspense records for each request and actions to ensure timely delivery of the proper item. Additional Duties (5%) Support pre-award activities (Just in Time) as needed (e.g., helping to upload files, create helpful handouts/guides for the process of completing requirements, etc.) Assist with tracking completion of reporting requirements (clinical trials, RPPRs, etc.) for HSR&D projects. (e.g., follow-up with teams who have upcoming reports, delinquent reports, etc.). May assist with performance management and research information dissemination as needed. May work on several projects at same time and must prioritize activities to assure that all deadlines are met. Must understand a variety of types of research data and be able to independently identify discrepancies and engage in investigative actions to determine appropriate corrections. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. Note: You must submit a copy of your most recent personnel action/SF50. Additionally, An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience performing analytical work using qualitative and quantitative techniques; analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; utilizing data analytic tools for data mining; utilizing computers and applicable databases/software. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a related field that demonstrates my ability to perform the duties of this position Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Preferred Experience: Interagency Personnel Agreements (IPAs) - Familiar with IPA process and coordinating with other agencies in order to implement IPAs GCPC Holder - Familiar with all rules and regulations required to make and track GCPC purchases Time Keeping - Able to train new employees, review and validate timecards, and resolve any discrepancies in coordination with AO & supervisors. Contracting - Familiar with contracting process and completed COR certification in order to act as a COR VA Research Environment - Familiar with administrative aspects of research such as grant award process, tracking requirements, etc. Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending or climbing, and employees may carry light items such as books, instruments, lap tops, and other similar materials.
