About the Position: Provides Chemical Personnel Reliability Program (PRP) oversight to the unit. Assumes overall responsibility for the efficient and safe execution, emergency responses, chemical incidents/accidents, surety and non-surety escorts, short and long-term munitions assessments, and other missions as assigned.

Duties

Directs the operation of equipment used in the handling and destruction of chemical munitions and related items including loading equipment on vehicles for ground and aircraft deployment in accordance with prescribed load plans. Establishes performance standards and assures that performance appraisals are completed within the required time limits; grants leave; monitors sick leave usage; and performs similar personnel related administrative duties. Responsible for the management, accountability, Equal Employment Opportunity/Affirmative Action, and internal controls within the unit. Supervises the operation of fixed and temporary facilities used in the testing, handling, and destruction of chemical munitions and related items including setup, systemization, calibration, maintenance, and operation. Serves as the Technical Escort Officer (TEO) for armed escorts of surety material, and unarmed escorts of non-surety materials. Assures standard operating procedures are developed and implemented to cover work activities, and that decisions made will assure the safety of all employees.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has been designated as "Emergency-Essential" and is subject to deployment. May require employee to perform mission requirements in hostile environments.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Capability for emergency worldwide response to chemical/biological accident/incident situations 24 hours per day 365 days a year.
  • This is a Testing Designated Position (TDP) and as such is subject to pre-employment drug testing and random drug testing thereafter.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
  • This position requires temporary duty (TDY) up to 50% of the time. Mobility for temporary duty (TDY) assignments or temporary change of station (TCS) both CONUS and OCONUS are conditions of employment.
  • Must be obtain and maintain a state issued Class C Commercial Drivers License (CDL) with Hazardous Material endorsement within 24 months of employment
  • Must obtain and maintain a Government driver's license and stateside driver's license within 30 days of employment.
  • A one year probation to assess your ability to perform Supervisory duties is required unless previously completed.
  • Must be able to comply with the provisions of Army Regulation 50-6, Nuclear and Chemical Weapons and Materiel, Chemical Surety, Personnel Reliability Program (PRP) and able to maintain Chemical Surety PRP requirements.
  • Must be able to perform all duties while wearing OSHA level A personal protective equipment (PPE) for up to four hours in accordance with 29 CFR 1910.20.
  • Must be able to qualify in the use of and carry assigned weapon(s). Position is covered by the Lautenberg Amendment to the Gun Control Act of 1968.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties. In addition, incumbent must be able to perform typical duties such as lifting and carrying munitions, casualty evaluation, and confined space extrication.
  • Emergency response and remediation activities may include the following: long periods of standing, walking long distances, carrying light to moderately heavy objects (50 pounds or more), climbing multiple flights of stairs, and crouching.
  • Conduct confined space operations, all while wearing up to and including OSHA Level A Personnel Protective Ensemble (PPE) for extended periods of time (e.g. 1-hour or more duration).
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Required to work outside, exposed to all weather conditions (e.g. foul weather, extreme hot and cold), and of unpredictable terrain or access.
  • Required to work with or in close proximity to hazardous chemical warfare material, recovered chemical warfare material, toxic industrial material, toxic industrial chemicals, radioactive materials, x-rays and explosives.
