Permanent Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately January 7th - December 9th, and you will be in a non-pay status 2-4 weeks the remainder of the year.

Duties

Provide planning, scheduling, logistical support, and training for temporary employees, volunteers, contractors, and cooperating scientists conducting vegetation field work. Work with vegetation ecologists to create and execute habitat restoration plans; collaborate with other park staff and partners to ensure compliance with environmental law, regulation, and policy; contribute to project reporting. Develop and maintain positive working relationships with local and regional vegetation management partners and academic researchers; serve as ATR and/or COR on agreements and contracts. Provide technical expertise on field methods, ecology and management of invasive plants, ecological restoration, rare and threatened/endangered plants, native plant materials, and revegetation techniques for park projects. Duties will be developmental in nature when filled below the full performance level. At the full performance level incumbent will be expected to develop data collection and management procedures and tools such as databases, operate more complex specialized equipment, and evaluate observed resource management conditions and problems to make recommendations to management. Physical Demands: The work requires regular physical exertion such as walking or climbing over wet, rough, uneven and rocky surfaces; bending, crouching, stooping or reaching to observe, collect and/or record field data; physical exertion to prepare soil for planting. Moderately heavy items, such as equipment packs weighing up to 50 pounds, must be lifted and carried on a regular basis. May be required to hike several miles in a day including in steep, mountainous terrain. Work Environment: The work environment varies from office/laboratory settings to field sites. The work performed in the field involves regular and recurring exposure to extreme weather conditions and terrain, poisonous plants, biting insects, and wild animals. The employee is required to use protective clothing such as hearing and eye protection, boots, long sleeves, and gloves. The position entails working with chemicals such as pesticides, requiring the incumbent to obtain and maintain a WY pesticide applicator license. The work requires operating UTVs, tractors, trailers, tank sprayers, and other equipment that may require the incumbent to obtain necessary certifications.

Qualifications

All qualifications must be met by the closing date of this announcement-10/12/2023-unless otherwise stated in this vacancy announcement. Time-In-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-7 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-6 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: provide direction and/or training in the field to others performing natural resource work related to vegetation management such as vegetation surveys, invasive plant control work, or similar; assist in the preparation of natural resource reports, plans, and protocols; install, operate, and maintain equipment for vegetation projects. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 1 full year of graduate education directly related to this position. Examples of directly related education are biology, botany, range science, forestry, ecology, agriculture, natural resource management or other directly related fields. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example,6 months of specialized experience (50% of the experience requirements for this position and grade level) combined with half a year of graduate education, as outlined above (50% of the education required to qualify), directly related to this position. You must include transcripts. To qualify for this position at the GS-8 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: organize, schedule, and execute natural resource management projects related to vegetation management; collect and organize natural resource field data using standardized data collection procedures and equipment; prepare draft natural resource project reports, plans and protocols; ensure proper equipment quality and function for vegetation projects including inventorying, calibrating, and ordering new equipment or parts. You must include hours per week worked. To qualify for this position at the GS-9 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-8 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: recommend and/or participate in the development and implementation of plans to address resource concerns related to vegetation or ecological restoration (i.e. native plant revegetation, erosion control, ecological restoration, soil assessments, scientific monitoring); organize, schedule, and execute natural resource management projects; adapt, modify or develop new techniques and/or procedures to satisfy the needs of vegetation monitoring, restoration projects and/or management; ensure proper equipment quality and function for vegetation projects including inventorying, calibrating, and ordering new equipment or parts. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 2 full years of graduate education or a master's degree directly related to this position. Examples of directly related education are biology, botany, range science, forestry, ecology, agriculture, natural resource management or other directly related fields. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. Only education in excess of the first year or graduate education is creditable when combining education and experience. For example, 6 months of specialized experience (50% of the experience requirements for this position and grade level) combined with one and a half a year of graduate education, as outlined above (50% of the education required to qualify), directly related to this position. You must include transcripts. Note for qualifying based on graduate education: 18 semester hours is considered one year of full-time study, unless otherwise defined by the graduate institution.
