This position is located at VASTLHCS a complex level 1A facility. The incumbent functions as the Activations Coordinator for the Planning and Activations Section within Facilities Engineering Service, at the Veterans Affairs St. Louis Health Care System (VASTLHCS).

Duties

Major duties of this position include but are not limited to: Responsible for the coordination, activation and implementation of activities associated with replacement clinic projects and associated VA provided material and equipment. Develops and maintains a room-by-room complete equipment and material listing with costs and procurement and installation timelines utilizing a variety of computer programs. Facilitates/coordinates communication between user, customer, contractor, construction contractor, design/construction agent and other key Project Delivery Team members on issues related to electrical, mechanical, and structural as they relate to medical equipment and clinical operations. Manages data and design elements and report forms utilizing a variety of electronic and computerized equipment and software. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 7:30am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-09: Do you have at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of the Construction Project Specialist at the full performance level (GS-09), and that is typically in or related to the position to be filled? To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-07) in the Federal service. Specialized experience is experience such as positions with this level of knowledge require skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. The issues or problems deal with readily observable conditions, written guidelines covering work methods and procedures such as performance and production standards, and information of a factual nature. Included at this level is knowledge of the theory and principles of management and organization, including administrative practices and procedures common to the organization, such as those pertaining to areas of responsibility, channels of communication, and delegation of authority. Assignments typically involve using qualitative and quantitative analytical techniques such as: literature search; work measurement; task analysis and job structuring; productivity charting; space planning; development and administration of questionnaires; and flowcharting of work processes. Assignments require skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures Specialized Experience GS-11: Do you have at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of the Construction Project Specialist at the full performance level (GS-11), and that is typically in or related to the position to be filled? To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-09) in the Federal service. Specialized experience is experience such as knowledge of applicable codes and standards relative to comprehensive facility utilization that address life safety, Standards for Health Care Facilities, operational safety, local facility standards, etc. to facilitate project coordination and activations. Knowledge of related facility support systems that drive unique space requirements such as medical system networks (i.e., Clinical Information System, Composite Health Care System, Medical Diagnostic Imaging Support System, etc.), telephone, wayfinding/signage, room status or nurse call systems, medical gas and emergency power systems, installed medical equipment, security systems, etc. to effectively coordinate and monitor project execution. Thorough knowledge of the facility's program goals and objectives, work processes, and administrative operations with skill in applying analytical and evaluative methods and techniques concerning the efficiency and effectiveness of program operation to determine impact of projects (new and ongoing). Knowledge of and skill to use evaluative methods and techniques for assessing current and/or future facilities and space utilization requirements. Skill in written and oral communications to encourage understanding and acceptance of findings and recommendations in the form of reports, studies, briefings, and negotiating solutions to disputed recommendations. Knowledge of the theory and principles of management and organization, and the ability to apply this understanding in promoting efficiency, quality and improved operational effectiveness in the area of space and facilities utilization and assignment. Knowledge of standardized administrative practices and procedures to identify, analyze, and recommend solutions to problems in facility operations, space planning, facilities maintenance and repair and contractual oversight. Knowledge of qualitative and quantitative analytical techniques and their application in identifying a wide variety of data to develop conclusions, devise solutions and make recommendations concerning facilities assignment/space utilization and the feasibility of modifying existing facilities. Functional knowledge of VA construction, VA financial management, equipment, capital asset processes, VHA workload measurement systems, reporting systems, historical data bases, planning methodologies and models. Ability to analyze problems and present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the health care delivery system. Knowledge of data preparation techniques and relevant software packages, such as commonly used analytical spreadsheet, and communications software and demographic/medical databases, to facilitate illustration of information and decision making.
