The incumbent is the Supervisor in the Diagnostic Imaging Department at the Clinic Based Outpatient Clinic (CBOC) of William C. Tallent Outpatient Clinic (OPC) in Knoxville Tennessee. They have full responsibility for technical aspects and patient care functions within the general radiography, CT, MRI, and Ultrasound sections. The incumbent has direct supervisory responsibility over the technologists in these sections.

Duties

The Supervisor works independently in overseeing the administration duties of the Outpatient Clinic Radiology Service. At this level, the radiologic technology program typically includes the full variety of specialties. The position requires knowledge of: (1) the overall mission. functions, and organization of tie agency or component; (2) the principles, functions, and processes of management and the organization of work; (3) agency program operations, processes. goals, and objectives; and (4) evaluative, planning, and analytical processes and techniques (quantitative and qualitative). Knowledge is applied in a staff advisory capacity to line management in support of planning, development, and execution of agency programs; the administrative management of agencies and their component organizations; or the performance of related functions requiring comparable knowledge and skills. Assignments typically involve using qualitative and quantitative analytical techniques such as: literature search; work measurement; task analysis and job structuring; productivity charting; determining staff to workload ratios {e.g., span of control): organization design; space planning; development and administration of questionnaires; flowcharting of work processes; graphing; and calculation of means, modes, standard deviations, or similar statistical measures. Knowledge is applied in developing new or modified work methods, organizational structures, records, and files. management processes, staffing patterns, procedures for administering program services, guidelines, and procedures, and automating work processes for the conduct of administrative support functions or program operations. Directs the in-service training, ensures staff maintains a high level of skill and meets at least the minimum level of continuing education required for certification and/or licensure. Draws from an extensive knowledge and understanding of Radiology management and administrative theories to ensure the most effective utilization of available resources, and to coordinate these resources with other clinical and administrative functions of the outpatient. The incumbent provides direction to personnel and offers advice and guidance in handling unique problems. Ensures the monitoring of all activities within the radiology sections and takes appropriate action as required to insure their efficient and effective operation. Provides technical information when requested. Direct and controls the purchase and inventory of radiology supplies at William C. Tallent OPC. Works with nursing and other clinical supervisors in addressing radiology service issues and to support the maintenance of high-quality patient care. Daily checks the archive manager reconciliation togs and performs patient study reconciliation. Coordinates the testing of radiology equipment by in-house engineers and/or outside manufacturers and health physicists. Coordinates the preventive maintenance program and service contracts for equipment within the department. Practices hospital safety, infection control, universal precaution, and radiation safety in accordance with age and/or gender specific departmental guidelines. Reviews and investigate discrepancies of all contract invoices prior to payment. Monitors the execution of the administration portion of the Service's approved operating budget to assure that cost control is maintained. Discusses, investigates, and responds to employee grievances and dissatisfactions in order to resolve conflicts. Incumbent listens to problems and concerns of medical services. Plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities comply with agency and accrediting and regulatory requirements. Projects staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals. Reviews, analyzes, and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities. Leads in administering programs concerning such matters as equal opportunity. merit promotion, labor management relations, program assuring recruitment and retention within approved ceilings are maintained. Assists position classification, grievance procedures, performance standards, and disciplinary actions. Performs General Diagnostic examinations of the skeletal system and Fluoro procedures per protocol as required. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE). Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field. Loss of Credential. An employee in this occupation who fails to obtain certification within two years, or who fails to maintain the required certification must be removed from the occupation, which may also result in termination of employment. Grade Determinations: DRTs perform procedures and examinations in hospitals or clinics under the direction of radiologists and other medical officers. The objective of the examinations and procedures is to produce radiographic studies that are used in medical diagnosis and interpreted by medical officers to locate injuries, foreign bodies, pathological conditions, or lesions within the body. They prepare and administer contrast media and medications in accordance with State and Federal regulations. All DRTs must be knowledgeable in computerized and digital radiography (CR/DR), and picture archiving and communications systems (PACS). Experience. At least one year of experience equivalent to the next lower grade level directly related to the position being filled that demonstrates the clinical competencies needed to provide services as a quality control technologist, DRT team leader, supervisory radiologic technologist, PACS technologist, clinical program director, or an assistant chief radiologic technologist. Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Supervisory Diagnostic Radiologic Technologist. Employees in this assignment assume full administrative and professional responsibility for planning and directing the radiologic technology program at a medical center or independent outpatient clinic that does not meet the level of complexity described at the GS-12 level for a chief radiologic technologist and has significant supervisory responsibility for staff. The candidate must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*): *Ability to develop and initiate new imaging services that apply current research findings. Ability to participate as an instructor in the facility's in-service clinical training findings. Ability to interview and evaluate candidates for positions in the section and recommend appointments, advancements, or, when appropriate, disciplinary actions. Ability to evaluate performance, identify continuing education and training needs, etc. *Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation. Skill in participating in organizational facility initiatives, workgroups, and/or committees. Ability to draft and/or recommend organizational policies and/or directives.
